The likelihood for the project to achieve its development objective of providing cash transfers to targeted households and establishing the foundations for an adaptive safety net system to respond to shocks remains very high as shown by the following: Klere Chimen cash transfers program: 6/20/2022 Page 1 of 7 The World Bank Implementation Status & Results Report Adaptive Social Protection for Increased Resilience Project (P174111) Identification of Beneficiaries. Over 50% of beneficiaries or about 10,000 households have been identified with the help of the Social Registry, SIMAST. SIMAST has carried out a complete census of the Grande Anse Department expected to be completed by end of July 2022 when over 100,000 households in GA will have been recorded in its database. Registration and enrollment of beneficiaries. The most vulnerable households of six out of 14 communes In Grande Anse have been already verified and enrolled in the program and the enrollment of the remaining eight communes will be finalized by the end of August. Payments. Over 3,000 households (15,000 beneficiary individuals) in Pestel and Cayemites communes have already started to receive their first payments in April, including the emergency transfer for those who lost their houses in the August 2021 earthquake. The remaining 12 communes will start receiving the first payments in August 2022 after which beneficiaries will receive their payments monthly. An impact evaluation has been designed and the baseline survey will be collected by August 2022. The evaluation will allow the program to measure impact on a range of development outcomes including improvement in consumption, resilience to shocks, and changes in behaviors with regard to nutrition and primary health care. Establishing the foundations for an adaptive safety net system in Haiti to respond to shocks SIMAST reinforcement and expansion. MAST has intensified its efforts to institutionalize SIMAST Social Registry as a government managed information platform promoting better targeting of social protection programs and improved coordination among various agencies. With over 500,000 households or almost 25% of the population already registered and classified depending on their level of deprivation and vulnerability, SIMAST can already be used for targeting beneficiaries of regular social assistance programs but also for identifying recipients of mitigation measures in response to possible shocks. To further strengthen SIMAST’s capacity, a team of experts has been recruited with the support of the PSARA project. SIMAST is in the process of defining an expansion strategy to further scale up coverage and improve its operations. This will outline the methodological improvements for increasing the number of households registered, for improving the quality of data, and for keeping the information up to date. It will also include a road map for establishing a legal and regulatory framework around SIMAST to establish its role as a gateway for the implementation of social protection programs. This strategy will form the basis for orienting future investments from the PSARA project and from any other donor.
