While the project implementation progress has improved since last mission, the recent mission noted that close attention is needed to address the cumulative delays and meet time lost due to limited mobility and field access in each country. The mission recommended experiential learning among Angola, Lesotho and CCARDESA to ensure that newly recruited staff in Angola PIU are able to quickly learn and perform their responsibilities to speed up implementation in Angola. The recent mission was glad to note recruitment of key staff including financial management, safeguards, monitoring and evaluation and information technology. Lesotho provided detailed briefing on the functioning of their GRM system and its ability to properly receive, categorize, and process complaints in a timely manner. The mission also recommended that each country ensures that it is screening for GBV and OHS issues in all ongoing and new contracts.
