The project is led by the Ministry of Public Works and Housings (MPWH) with the participation of implementing agencies of selected river basin organizations (RBOs), representatives of the Ministry of Home Affairs (MOHA) and the Ministry of Agriculture (MOA). An Implementation Support and Review Mission for the project was conducted between March 16 to 28, 2022. The project has revitalized 34,172 hectares of irrigation areas located in Cikeusik, Sei Ular, Karang Agung Hilir, Kedung Putri, Talang, Pamukkulu, Jurang Batu, Jatiluhur SS macan, and Jatiluhur SS Pamanukan. The implementation of the Climate Smart Agriculture (CSA) pilots with the farmers has resulted in a continued increase in cropping intensity from a baseline of 180% to 184% in 2021 and 186% in 2022. The 2nd phase Training of Trainers (ToT) & Training of Masters (ToM) have developed 196 Extension Workers as CSA trainers, 1,008 farmers as CSA agents, 154 Young Farmers/Millenials are trained in entrepreneurship, followed by CSA technology in demonstration plots, CSA socialization, strengthening Kelembagaan Ekonomi Petani (KEP) & Balai Penyuluhan Petani (BPP) Pls spell out, and Internet of Things (IoT) based CSA pilots in West Java. The purpose is to accelerate the investments in irrigation rehabilitation and to complete these by the project closing date. This budget reallocation and associated activities will have an impact on the result framework, as there will be a reduction of the PDO1 target from 276,000 hectares into 253,102 hectares. Citizen Engagement on project activities Through the implementation of hard and soft component activities, the project has shown good progress towards achieving the PDO and IO targets that heavily engaged the beneficiaries. It includes the farmers households that directly benefit from more reliable, climate resilient and efficient irrigation water supply and increased agricultural productivity through improved irrigation water management and agricultural interventions by Climate Smart Agriculture (CSA) and revitalization of the irrigation systems. Another group of beneficiaries includes the national, provincial, and district water resources and irrigation management agencies, irrigation commissions, WUAs/WUAFs, Poktan/Gapoktan (Farmers Group) have been actively participated into the preparation and development of Irrigation Service Agreement, trainings and establishment for WUAs/WUAFs, irrigation commissions, and also socialization to the farmers, WUAs/WUAFs on the rehabilitation works. The implementation of the CSA pilots with the farmers has resulted in a continued increase in cropping intensity from baseline of 180% to 184% in 2021 and 186% in 2022. It consists of (i) establishment and legalization of new WUA/WUAF, (ii) revitalization of the existing WUA, (iii) provide training of these WUA, including role of gender, (iv) establishing new or strengthening exiting Irrigation Commission, and ensuring that the spirit of participatory irrigation management (PIM) is included in the local government development documents such as Midterm Development Plan (RPJMD), Strategic Plan (Renstrada) and Annual Work Plan (RKPD).
