The FY disbursement ratio is 5%. The disbursement indicators have been negatively impacted by the political context in the region that led the Bank to suspend disbursements, first in Guinea for 6 months from September 5, 2021 to February 28, 2022, and in Mali from March 15, 2022. Component 1: Power transmission infrastructure (US$71.8 million) For the Siguiri -border Mali/Guinea transmission line (54 Km), the contract was signed in January 2021 and an advance payment of US$1.7 million was made in April 2021. For the substations in Siguiri, Kankan, and Kerouane (Guinea), the contracts were signed in January and March 2021 allowing the payment of a total amount of US$5.8 million as advances in April 2021. The payment for the Kankan substation was delayed because the contractor failed to submit all the required documentation. The process was then stopped after triggering of the OP 7.30. When disbursements 6/28/2022 Page 1 of 6 The World Bank Implementation Status & Results Report Guinea – Mali Interconnection Project (P166042) resumed, the project was able to collect complete documentation from the contractor and proceeded the payment on of US$1,87 million on June 16, 2022. As for the extension of the post of Sanankoroba (Mali), the Bank gave no objection for direct contracting with Tata, the contractor already in charge of the construction of the main substation under the financing of the Exim Bank of India, as part of the 225 kV Sikasso-Bougouni-Sanankoroba- Bamako project. The contract has been concluded but cannot be signed until the disbursements suspension of the Mali portfolio is lifted. A contract financing gap of about US$3 million has been identified and the team agreed with the client to co-finance the contract with an ongoing national IDA operation (P166796). The contract for the supply of O&M equipment of EDM is being executed. Most of the equipment has been manufactured. Component 2: Implementation support and capacity building (US$12.2 million): In addition to the procurement specialist recruited in March 2019 and the monitoring/evaluation specialist recruited in March 2020, the PIU in Guinea is to be strengthened with an environmental specialist and social development specialist. The two experts have been selected and have received their contract proposals. They are expected to joint the project and start working in July 2022. Regarding the study to connect the mining companies to the national grid, the recruitment process of the consultancy firm is quite advanced. 14 firms have tendered. The selection is ongoing and the PIU is finalizing the technical evaluation report. Safeguard activities The Bank approved the RAP. Both the Government of Guinea and the Government of Mali have opened dedicated bank accounts and deposited funds for the implementation of the resettlement action plans before the construction works. On the Guinean side where major expropriation activities are expected, GNF92,4 billion have been secured. However, the process of compensation was significantly delayed due to the political change that occurred in September 2021. Indeed, new authorities had blocked the project bank account (financing under the national budget) leading to the suspension of activities of the the National Compensation Commission which could resume working. In March 2022 the Commission resumed its activities and performed field missions to meet the PAPs and validate the amounts of compensation. Meanwhile, the NGO CADES was recruited to assist PAPs filing their compensation requests. The NGO has launched the communication and awareness component and actively participated to help the PAPs obtain the National Identity Cards (CDNs) which will is required for the payment of compensation. The compensation process for the components financed by the Bank have been completed on May 31. That will allow contractors to start works on the project sites on July 12, 2022.
