The full ISR will be submitted following the upcoming mission during August-September 2022. The project became effective on October 21, 2022. The Implementing Agency has made good progress on key initial activities since the effectiveness. Some key actions need to be expediated: 1. Deployment of full time PD: The ministry has deployed a Project Director (PD) who is an Additional Secretary from TMED on additional charge as PD. To expediate implementation progress of project activities, and avoid slow decision making and approval process, 7/27/2022 Page 1 of 10 The World Bank Implementation Status & Results Report Accelerating and Strengthening Skills for Economic Transformation (P167506) appointing a full-time dedicated PD would be crucial for this huge and complex project. TMED has initiated communication with Ministry of Public Administration (MoPA) and other relevant authorities regarding this issue. 2. Project Staffing: The project now has 3 out of 4 Deputy Project Directors (DPD) in place and 3 other staff. The deployment of the 4th DPD, preferably from the Ministry of Expatriate Welfare and Overseas Employment (MoEWOE), will be crucial for supervising the formal short-course activities. TMED has initiated required correspondence on this. Filling other vacant positions of PMU, especially remaining program officers is also time sensitive to ensure implementation progress. The project is yet to recruit any technical experts. The FM and procurement consultant recruitment process is ongoing and is expected to be completed by July 31, 2022. Recruitment process for remaining technical experts, including safeguards and M&E consultants needs to be expediated. 3. Final approval of Project Operation Manuals (POMs): The POMs are finalized and approved by the PSC and awaiting final approval at the Ministry level. The expediated approval of these would be crucial as several activity initiations are dependent on these, e.g., IDG selection process, selection and orientation of formal and enterprise-based short courses. 4. Disbursement: The disbursement as of June 2022 is 0.4 percent. The project is scheduled to submit the second withdrawal application before the next mission to be held during August-September 2022.
