The Project was approved on February 11, 2021 and the Grant Agreement was subsequently signed on February 25, 2021. 1) Effectiveness: The political crisis and the change of regime negatively affected he Effectiveness of the Project as the conditions of effectiveness took time to be fulfilled and approved. The PCU is currently working diligently to fulfill the following 3 legal covenants, namely: (i) recruitment of an internal auditor (short list stage); (ii) recruitment of an external independent auditor (ToRs stage); and (iii) update, and customization of the existing computerized accounting software within the PCU (in progress). These are expected to be completed in the next two months. 3) Annual Work Plan: The Project Steering Committee (PSC) is in the process of being established. The work plan for the lifetime of the Project (November 2021 – March 2022) has been developed by the Client and approved by the PSC and the World Bank on November 2, 2021 and November 29, 2021, respectively. 4) Launch of Project Activities: Following the approval of the Project’s 2021-2022 Work Plan, a number of key activities have been launched.
