Both project PIUs (UE- MINJUSDH and UE-PJ) are adequately staffed to support the implementation of the workplans approved in January 2022. The Project Steering Committee (PSC) has met seven (7) times since its formation in April 2021. The PSC will be chaired by the MINJUSDH during fiscal year 2022 and will alternate annually thereafter with the Judiciary. The project supports activities aimed at strengthening free legal aid centers’ management and technical capacity and increasing the coverage and quality of their services. These activities include: i) modernization of the IT infrastructure and the centers’ equipment; ii) developing an interoperable digital system for ALEGRAS; and iii) organizing over 15 workshops to strengthen the capacity of the centers’ staff in Lima and throughout the country. During the reporting period, the technical studies for the physical rehabilitation of the existing facilities for 11 ALEGRAS were completed and the actual works for the first two will start in June. Six (6) ALEGRAS are expected to be fully rehabilitated by December 2022. Constitutional Tribunal (TC). The project supports improvement of the e-filing and management system of the TC (SIGE) to ensure its interoperability with the EJE under development. It also supports the review and adaptation of the technological infrastructure at the TC to respond to the organizational restructuring of the court and to deliver improvements in energy efficiency in existing facilities. The project supported the use of Artificial Intelligence in resolving habeas data cases submitted to the TC. The tool is being tested and will be deployed by July 2022. Judicial Council (Junta Nacional de Justicia – JNJ). The project provides technical assistance to the JNJ to review and improve the existing processes for the selection, appointment, and sanction of judges. The project contributed to the development and testing of new standards and protocols for judges’ performance evaluations. These activities contribute to achieving one of the project’s intermediate indicators: "Standards and processes for the periodic evaluation of judges are published and implemented by the JNJ." Work also advanced to strengthen the JNJ’s information systems to be interoperable with the EJE. The project will also support the development of the first National Registry of Judges and Prosecutors. This will allow for better allocation of existing human resources across the country generating financial savings, increase transparency in the appointment of judges and prosecutors, and allow citizens to access the information that will be made available in the new registry. Judiciary (PJ). The Judiciary has made progress in developing the Judicial Electronic File (Expediente Judicial Electrónico, EJE) by mapping of the judicial processes (“as is”) in 5 jurisdictions to identify improvements needed ("to be") and hiring a firm to conduct an Enterprise Business Architecture (EBA) which will include a road map for implementation, operation, and maintenance. The project supports implementation of market research to identify options in the national and international market for Legal Case Management Systems IT solutions and to compare product features, costs, time for implementation, and ratings. These activities will inform the business model for the development and production of the EJE. The project also supports efforts to revamp the Judiciary’s statistical system and pilot new activities to provide justice services in remote and rural areas to the most disadvantaged people. This work is closely coordinated and aligned with national efforts led by the Commission on Access to Justice for Vulnerable Populations and Justice in Your Community of the Judiciary (Mobil Justice, Justicia Itinerante). AMAG. The project supports the improvement of the training quality and monitoring system of the judicial school with a view to its certification against international standards ISO 9001 (Quality Management System) and ISO 37001 (Anti-Bribery Management System). Work is also progressing on the revision of the Unified System of Administrative Academic Management (SICA). This includes system analysis and design, development of a catalog of functional and non-functional requirements, and development of methodologies and programming standards necessary to implement a revised version of the SICA. AMAG has made progress in updating the school curricula and in supporting a new e-course to deconcentrate the services of the school from Lima to the rest of the country. AMAG is undertaking a study to determine the extent to which it needs to renovate some of the school’s classrooms to accommodate training on digital systems.
