This Public Finance Review (PFR) was originally prepared at the request of Costa Rica’s Ministry of Finance and was delivered to the new government in July 2018. The PFR offered analyses, options for reforms, and measures in selected areas and sectors to achieve efficiency gains and fiscal savings, while improving (at least not harming) equity.
