The financing agreement was signed on August 19, 2021 and the project became effective on September 13, 2021, following the constitution of the National Project Implementation Unit (NPIU), which manages the day-to-day implementation of the project, in line with the Project Operations Manual (POM). Project Implementation Units (PIUs) at the beneficiary universities and Ministry of Education, Science and Technology (MoEST) agencies supported by the project have also been constituted with appropriate staffing.
