Resilient construction of permanent housing units and settlement infrastructure:(Cost $78.15 M) Component 2. Resilient reconstruction and strengthening of public facilities:(Cost $49.92 M) Component 3. Project implementation support:(Cost $21.93 M) Overall Ratings Name Previous Rating Current Rating Progress towards achievement of PDO Moderately Satisfactory Moderately Satisfactory Overall Implementation Progress (IP) Moderately Unsatisfactory Moderately Satisfactory Overall Risk Rating Moderate Moderate Implementation Status and Key Decisions Overall reconstruction and recovery efforts are slower than originally projected, particularly for housing and related settlement infrastructure. The on-going COVID-19 pandemic continues to have extensive impacts (health, economic, budget, supply chain, logistics, and access) across all aspects of recovery and operations. Securing new land suitable for settlement sites has also complicated delivery. Despite the start-up delays, the project is better positioned to accelerate delivery of housing over the next year, though noting the continued uncertainty of the operating environment due to COVID. The government’s Central Sulawesi Disaster Response Information System (SITABA – httpe://sitaba/pu.go.id/sitabapalu) is operational and provides key project information on progress; grievances; and disclosure of environment and social management instruments. Progress on the recovery of related housing settlements and public facilities financed under that National Slum Upgrading Project Contingent Emergency Response Component is reported separately under that project (P154782). 6/28/2022 Page 1 of 6 The World Bank Implementation Status & Results Report Central Sulawesi Rehabilitation and Reconstruction Project (P169403) Risks Systematic Operations Risk-rating Tool Risk Category Rating at Approval Previous Rating Current Rating Political and Governance Moderate Moderate Moderate Macroeconomic Low Moderate Moderate Sector Strategies and Policies Moderate Moderate Moderate Technical Design of Project or Program Substantial Moderate Moderate Institutional Capacity for Implementation and Substantial Moderate Moderate Sustainability Fiduciary Substantial Substantial Substantial Environment and Social High High High Stakeholders Moderate Moderate Moderate Other -- Substantial Moderate Overall High Moderate Moderate Results PDO Indicators by Objectives / Outcomes Reconstruct and strengthen public facilities and safer housing in selected diasster-affected areas IN01156639 ►Targeted people having safer housing completed and occupied (Percentage, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 0.00 0.00 90.00 Date 19-Jun-2019 23-Mar-2020 28-Jun-2022 19-Jun-2024 IN01156640 ►Served people having strengthened public facilities (Percentage, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 0.00 0.00 100.00 Date 19-Jun-2019 23-Mar-2020 28-Jun-2022 19-Jun-2024 IN01156656 6/28/2022 Page 2 of 6 The World Bank Implementation Status & Results Report Central Sulawesi Rehabilitation and Reconstruction Project (P169403) ►Targeted people satisfied with completed housing (disaggregated by gender) (Percentage, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 0.00 0.00 70.00 Date 19-Jun-2019 23-Mar-2020 28-Jun-2022 19-Jun-2024 Overall Comments PDO Housing reconstruction under the project is ongoing.
