The additional financing to integrate the SECO grant (USD 2.66 million) towards Component 3 and cancel Component 2 was approved by the Bank in April 2020 and became effective on November 25, 2020. The project is on track to achieve the project development objective. The baseline survey was completed and the customer satisfaction surveys are planned to start September 2022 and complete end of next year after all retrofits are completed. In terms of the Citizen Engagement mechanisms in place, customer satisfaction surveys, targeted information campaigns and comprehensive project-level GRMs are part of the project and are implemented as works on the buildings are initiated. For Component 1, BTS with support of consulting firm conducted the baseline Customer Satisfaction Survey, which has covered 600 respondents/beneficiaries of pilot area. For Component 2, baseline survey firm “AC Consulting” + “Local municipalities development center” selected in March 2021 and the baseline survey was completed. The customer satisfaction surveys are planned to start September this year and complete end of next year after all retrofits are completed. Other activities regarding citizen engagement: as it is specified in the POM, monitoring and evaluation at the local level will be conducted via Building Users Committee (BUC), comprising of key stakeholders, such as employees, parents committee, administration, municipality etc. It will perform a partner function Comments: at individual building level to interact with contractors and ARIS. BUCs are established as far as construction works starts under each separate facility. To date 5 BUCs were established, which conducted monitoring of 50% and 100% implementation of construction works. 30 BUCs members were trained for conducting monitoring of sites. Along with the traditional face to face meetings with the beneficiaries of two facilities (parents, teacher and local administration representatives), ARIS has set up an online platform for the project. Through the online platform, ARIS raise awareness about the project activities and creates opportunity for the beneficiaries to give feedback/comments on the project activities. 5 BUCs created “What’s app” groups for dissemination of links to the online platform. Under 5 facilities around 140 comments were received through the online platform. At broader level, ARIS has a "Beneficiary Feedback Mechanism" where people can address questions, requests, complaints, and wishes regarding all projects through dedicated telephone lines, social networks and the online platform. ARIS agreed to upload minutes of BUCs monitoring with photos on construction works to the online platform and share link through the “What’s app” for dissemination information on the progress of construction works with beneficiaries or interested parties for comments and feedback.
