This is due mainly to insufficient pre-Board preparation, slow procurement processes and delays in arranging financing for compensation payments to PAPs. However, virtually all major contracts have been awarded and physical works are beginning. SONATREL is operational but still faces financial difficulties linked to the overall situation in the energy sector. 4/12/2022 Page 1 of 6 The World Bank Implementation Status & Results Report Electricity Transmission and Reform Project (P152755) Risks Systematic Operations Risk-rating Tool Risk Category Rating at Approval Previous Rating Current Rating Political and Governance €Substantial €Substantial €Substantial Macroeconomic €Substantial €Moderate €Moderate Sector Strategies and Policies €High €Substantial €Substantial Technical Design of Project or Program €Moderate €Low €Low Institutional Capacity for Implementation and €Substantial €Substantial €Substantial Sustainability Fiduciary €Substantial €Substantial €Substantial Environment and Social €High €High €High Stakeholders €Substantial €Substantial €Substantial Other -- -- -- Overall €High €Substantial €Substantial Results PDO Indicators by Objectives / Outcomes Improve the capacity of Cameroon's national electricity transmission network IN01116256 ►Increase in transmission network wheeling capacity (MW) (Megawatt, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 0.00 0.00 850.00 Date 07-Dec-2016 26-Aug-2021 30-Mar-2022 31-Dec-2022 IN01116259 ►Direct project beneficiaries (Number, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 0.00 0.00 7,000,000.00 Date 07-Dec-2016 26-Aug-2021 30-Mar-2022 31-Dec-2022 IN01116261 €Female beneficiaries (Percentage, Custom Supplement) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 0.00 0.00 52.00 4/12/2022 Page 2 of 6 The World Bank Implementation Status & Results Report Electricity Transmission and Reform Project (P152755) Improve the efficiency of Cameroon's national electricity transmission network IN01116257 ►Reduction in transmission network losses (percent) (Percentage, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 6.00 0.00 0.00 4.00 Date 07-Dec-2016 26-Aug-2021 30-Mar-2022 31-Dec-2022 IN01116260 ►Reform roadmap fully implemented - including new regulatory framework in place (Text, Custom) Baseline Actual (Previous) Actual (Current) End Target SONATREL fully Value No No No operational Date 07-Dec-2016 26-Aug-2021 30-Mar-2022 31-Dec-2022 Improve the reliability of Cameroon's national electricity transmission network IN01116258 ►Reduction in the hours of power outages that are linked to malfunctions in the transmission system / improvement of transmission system stability - System Average Interruption Duration Index, SAIDI (Hours, Custom) Baseline Actual (Previous) Actual (Current) End Target Value 49.00 0.00 0.00 15.00 Date 07-Dec-2016 26-Aug-2021 30-Mar-2022 31-Dec-2022 Overall Comments PDO Relevance of indicators and appropriate numerical values to be reviewed/modified during the upcoming MTR Intermediate Results Indicators by Components Provision of support towards the operationalization of SONATREL's transmission activities IN01116263 ►Full accounting and legal separation of ENEO's transmission assets from the holding and their subsequent transfer to SONATREL (Yes/No, Custom) Baseline Actual (Previous) Actual (Current) End Target Value No No No Yes Date 07-Dec-2016 26-Aug-2021 30-Mar-2022 31-Dec-2022 IN01116266 ►Completion of SONATREL's organogram, revenue model, and business plan.
