The project has already achieved 4 out of 5 PDO indicators. Project achievements include: a. Construction and operationalization of the 6 Integrated Justice Courts (IJCs– All six (6) IJC buildings (in Mwanza, Arusha, Temeke, Kinondoni, Dodoma, and Morogoro) have been completed and are already operational. b. The Efficiency indicators (backlog reduction; time from filing to judgment) demonstrate that reforms have resulted in better case management with faster services for litigants. The average time from filing to determination has decreased across all levels of courts since 2015, most notably in the High Courts, Resident Magistrate and District Courts. Commercial cases have been reduced to 338 days (exceeding the end of project target of 350), and traffic cases have been reduced to 40 days (exceeding the end of project target of 90). c. Time to determination in family cases has sharply decreased from 367 days in 2019 to 191 days in 2020, approaching the end of project target of 150 days e. Mobile courts in the Dar es Salaam and Mwanza regions have demonstrated a seven-fold increase in the number of beneficiaries from 1,488 in 2019 to about 10,872 in 2020. d. Transparency indicators show that the courts are increasingly publishing decisions online. The increasing number of courts with ICT access has enabled JoT to publish online 85% of High Court and Court of Appeal decisions (6605 out of 7760 decisions), far surpassing the target of 5% set for 2020. Number of hits on the Judiciary website (https://www.judiciary.go.tz/web/) has increased significantly from 76,674 in 2019 to 2,500,000 in 2020.The citizen engagement indicator shows that the Judiciary is responsive to user feedback. The JoT continues to publish the performance scorecard on the website as action taken for achieving and improving trend in citizen-centric services in selected urban and rural areas and other segments of the society. The baseline and targets have been revised to reflect the actual data which is now available. The baseline was revised from 5000 cases older than 3 years to 7,146 cases older than 2 years across all courts. This is equivalent to 12% backlog at baseline. The second measures reduction in average case disposal times for three kinds of cases. For commercial cases, the target of 400 days has been met (from a baseline of 515). For family cases the baseline and targets were revised to reflect a more accurate methodology. The target of 280 days was not met (from a Comments: baseline of target of 400) and the JoT is looking into the reasons for this. In 2018 the average was 207 days, but in 2019 it is 367 days. For traffic cases the target of 90 has been exceeded as the average in the current period is 55 days. At mission held Oct 25th 2021, it was recorded the target of 0.5 was not met (from a baseline of target of 0.15). The JoT is investigating into the reasons for this.
