With respect to project support towards improving the business-enabling environment, as of this reporting, (i) the Ogun Business Environment Council, with the responsibility of determining overall priorities and developing detailed reform action plans (e.g., those on starting a business, registering property, and dealing with construction permits etc.) had been established and inaugurated. The Business Environment Secretariat, the role of which is to monitor reform implementation had also been established. A land use policy seeking to improve land administration had been developed and now awaits approval of the Executive Governor, and the Ogun State Land Administration and Revenue Management System had been launched to support online processing of land transactions. An Investment Promotion Agency (Ogun Invest) had also been established although inauguration of its Board had been delayed pending enactment of a law to include the Governor as the Chair of the Board. In terms of skills upgradation, work is ongoing to develop the Modified Progressive Science Initiative/Progressive Mathematics Initiative (PSI-PMI) STEM teaching package and its subsequent approval by the Ogun State Ministry of Education, Science and Technology. Work to prepare revised syllabi as well as for other service providers to upgrade SMART classrooms in selected secondary schools is underway. In addition, the project has made progress towards improving the relevance and performance of technical and vocational education and training through partnerships with industry. Six Technical Colleges in the state have constituted and operationalized governing boards with at least 50% of their membership drawn from the private sector. In addition, these Technical Colleges have established partnerships with private sector organizations and have together constituted a College Implementation Committee to develop and implement Institutional Development Plans.
