Overall Ratings Name Previous Rating Current Rating Progress towards achievement of PDO Satisfactory Satisfactory Overall Implementation Progress (IP) Moderately Satisfactory Moderately Satisfactory Implementation Status and Key Decisions This ISR was prepared on the basis of the findings of the Implementation Support Mission carried out from May 30 to June 3, 2022. The Aide- Memoire and Management Letter are attached to this ISR. Despite the COVID-19 pandemic which slowed down the implementation of certain activities, the Program achieved good overall progress. The progress for the 3 PDO indicators are as follows : (i) volume of conditioned and exported citrus (652.732 T in May 2022 out of 750,000 T target); (ii) volume of conditioned and exported olives (34.692 T in May 2022 out of 98,000 T target) and (iii) volume of high quality olive oil commercialized (14,130 T in 2021 out of 20,000 T target). Several DLI are now fully achieved such as DLI#1, DLI#3 and DLI #5. DLI#8 will be achieved by end of June 2022. However, some of the activities and related results are showing persistent delays and require specific attention: (i) the establishment and registration of the institutional body (SDL/SDR) that will manage the regional wholesale market (DLR#4.1, due in 2019, with now expected achievement in early fall 2022); and the construction of the market, that is now planned to end in march 2023 (which means a construction period of only 9 months, instead of the 18 months initially announced), with limited time left for operationalization in the timeframe of the program; (ii) the operationalization of the center for the production of sterile ceratitis males (DLR#6 due in December 2021 now expected in mid- CY 2023). (iii) the construction of Berkane agribusiness innovation center and the operationalization of the one in Meknes (DLR#7.1, due respectively in 2020 and 2019, now with expected achievements in early fall 2022 for Meknes and mid- CY 2023 for Berkane). The agreement between ONSSA and IAEA (International Atomic Energy Agency) for the equipment of the center with irradiation material has been signed. The operationalization of the center is significantly delayed, and the achievement of the results associated with this activity is becoming uncertain. The construction work has been completed for more than a year, and some equipment has been delivered, but the center is not yet operational due to: (i) the delay in the delivery of the irradiator; and the training of required human resources to ensure its reception and use (ii) the validation of the operating and management model of this center and (iii) the lack of visibility of actual financing costs and availability of funding to cover the running costs of the centre, in the absence of a validated business 7/25/2022 Page 12 of 13 The World Bank Implementation Status & Results Report Strengthening Agri-Food Value Chains (P158346) plan. The team has agreed with the client on specific actions to support achievement of this DLI. The WBG offered a Technical Assistance, through the mobilization of an international expert, to support the process. ►DLI 7 Number of small- and/or medium-size enterprises assisted by the Agri-food Innovation Centers (CIAs): 7.1 Two Agri-food Innovation Centers (CIAs) constructed/rehabilitated and fully equipped, and are o (Intermediate Outcome, 20,000,000.00, 0%) December 27 2017 to December 31 Baseline Actual (Previous) Actual (Current) 2022 Value 0.00 0.00 0.00 50.00 Date -- 26-Nov-2021 06-Jun-2022 -- For the Meknes CIA: The partnership agreement between MAPMDREF and the AGRINOVA association for the management and financing of the center was signed in July 2021; the center is partially operational (administrative part, incubation and functional laboratories; without the technological hall still to be constructed); The gradual start-up of the centre's activities is underway and has been supported by national and international expertise mobilised by the Bank. The call for projects launched in November 2021 led to the identification of 20 project proposals to be supported by the centre. In regard of Center's still limited capacities and staff, a consultancy firm (Booster) has been recruited to support 10 of these project leaders with a start of activities at the beginning of June 2022, and design specific programs for each of the selected beneficiaries, based on a needs assessment. Comments Concerning the centre of Berkane, works for the laboratories were delayed by the cancellation of the corresponding contract caused by the increase in the prices related to the current situation (there is a procedure in progress of relaunching with a budget extension). Concerning the construction works of the Technology Hall, the contract was awarded but workswill be launched after receiving the construction permit, which is linked to the environmental acceptability (currently being obtained). Completion of workw are now expected for July 2023, with a consequent high risk of not being completed before the end of the program. As is the case in Meknes, the Berkane CIA will be managed by the AGRINOVA Berkane Association, a newly created association by local public and private stakeholders. ►DLI 8 Establishment of Integrated Financial Management system to improve program management: 8.1 System designed; 8.2 System fully operational (Process, 10,000,000.00, 30%) December 27 2017 to December 31 Baseline Actual (Previous) Actual (Current) 2022 Value No No No Yes Date -- 26-Nov-2021 06-Jun-2022 -- The system is designed and disbursed but not fully operational yet. The Ministry of Agriculture has developed the integrated financial management system, MISAGRI, in-house.
