However, despite initial delays, the project has made steady progress towards achieving the Project Development Objective (PDO), and all Year 2 PDO level indicator targets have been achieved and the project is on track to achieve those for Year 3. Project started initial rounds of all key activity implementation. The initial operational pilot of Affirmative Grants in 33 madrasahs was completed with good progress in development of water, sanitation and hygiene (WASH) facilities as part of COVID-19 response and improving school sanitation. A competency-based learning assessment (AKMI) for grade 4 students was also implemented in November 2021 and 71 percent of madrasahs used the results for formative purposes. Teacher training through Peer Working Groups (PWG) was also implemented in 2021 benefiting over 80,000 teachers. However, the project continues to suffer from administrative and procedural delays, and the project will need to expedite implementation of activities. The MTR agreed on the need for project restructuring in order to: (i) reprogram estimated cost savings because of the use of online-based training and supervision instead of face-to-face approaches; (ii) address COVID-19 response and accelerating learning recovery; and (iii) strengthen and simplify implementation design and improve sustainability.
