Despite these challenges, some encouraging progress was noted during the last several months: 1. The pace of the canal rehabilitation work has increased due to improved weather conditions and the relaxation of COVID 19 pandemic related contractor's mobility restrictions, 2. SCADA implementation has resumed in late August 2020. These citizen engagement forums provided the opportunity for citizens to provide input prior to the publication of the tender for rehabilitation works. In addition, the GRM Comments: procedures are in place for the GRM and the PIU has ensured it is adequately staffed. It is not expected that citizens would use this channel until works have started, and thus teh consultations have been useful for ensuring there is an active engagement process.
