The first disbursement (into the designated account) was made in September 2019, and notwithstanding significant delays in implementation (including as a result of the COVID-19 pandemic and related restrictions) the project has reported additional outcomes and results since the last project update in December 2021. There is limited progress to report under Component 1, but the planning is now underway to develop the site in Jamshoro district which was approved under the Indicative Generation Capacity Expansion Plan (IGCEP) 2021-2030 for 50 MW of utility-scale solar, and a Memorandum of Understanding was signed in December 2021 between Sindh Energy Department (SED), K-Electric, and the World Bank to develop the remaining 5/9/2022 Page 1 of 6 The World Bank Implementation Status & Results Report Sindh Solar Energy Project (P159712) 350 MW of solar capacity targeted under the project. It is hoped that a competitive bidding process for one or more sites can commence during 2022. The World Bank team is pleased to note the progress made by SED in the commissioning of 15 sites (6,045 MW) under Component 2 for the installation of solar power on the rooftops of public hospitals under the special COVID-19 response measures implemented since April 2020, with the remaining 20 sites due to be fully commissioned soon. Planning is now underway to proceed with a second round of procurement for further installation of solar power of at least 10 MW of capacity under the existing project design. Under Component 3, sales and installations of solar home systems (SHS) in two pilot districts have commenced, with over 200 SHS sold by two different approved suppliers. It is hoped that sales will be accelerated over the upcoming summer period and now that the two Independent Verification Agent firms have been contracted to verify household eligibility and installations, but there is a shortage of stock in the country that may limit progress. The rating for Overall Implementation Progress has been downgraded from “"Moderately Satisfactory" to "Moderately Unsatisfactory" due to a number of previously identified issues that remain outstanding and the slow rate of disbursement under the project. The rating for progress towards the achievement of the Project Development Objective is maintained at "Moderately Satisfactory", reflecting the reasonable likelihood that most or all of the project's desired results can be achieved with minor deviations if implementation is accelerated. However, strong implementation progress is required over the coming calendar year to capitalize on recent developments and put the project on track to achieve its targeted results.
