Progress towards achieving the PDO and overall Implementation Progress remain delayed by the COVID-19 pandemic which resulted in an initial 12-month delay in processing procurements and more recent lockdowns affecting requisite stakeholder engagement and coordination for project activities. The January 2022 Hunga Tonga Hunga Ha’apai volcanic eruption and subsequent tsunami also disrupted international connectivity nationwide affecting government operations for several weeks. The Project in recent months has however advanced in implementation, with disbursements currently around 20% and expected to exceed 33% in the next 6 months. Stakeholder engagement and buy-in have improved, with the Prime Minister's Office (PMO) of the new Cabinet now leading on the National e-Government agenda. Drafting instructions and policy statements for a legal framework encompassing laws on digital ID, data protection, cybersecurity, and e-transactions have been completed by the Project and consultations have begun on these. Training of government officials has begun on cybersecurity, and the PMU has prepared Terms of Reference for undertaking procurement of technology solutions for civil registry and national ID database upgrades. Restructuring Request. Government has proposed to amend implementation arrangements for the Project, notably for: i) the PMO to serve as primary implementing agency (currently MOF); ii) a PMU to be housed in the PMO’s Digital Transformation Department (DTD); and iii) MOF’s Central Services Unit (CSU) to provide fiduciary and M&E support and oversight to the PMU. Proposed changes are expected to promote a whole- of-government approach for Project interventions and facilitate coordination for improved implementation progress and results. The mission has advised that the Government, through its MOF, share as soon as practicable a formal restructuring request letter with the World Bank reflecting its proposal in order to trigger the restructuring process and permit appraisal of proposed implementation arrangements. Procurement. The PMU did not complete any procurement activities in the past 12 months, with a key bottleneck being the timely completion of Terms of Reference (ToRs). The PMU is updating its PPSD and has been recommended to finalize and share ToRs for pending activities as soon as practicable, as well as to improve its market analysis to reflect more suppliers working in the region. Furthermore, given procurement delays and expected contract duration for ID-related activities under Component 3, there is a risk that these activities will not complete in a timely manner to allow for integration with service providers before the Project closing date of May 31, 2024. The PMU has been requested to share a detailed workplan (Gantt chart) sequencing the pending activities under this component for the remaining Project period, and for this timeline to be taken into consideration by the Government in its restructuring request to inform a decision on whether a closing date extension will be needed. Proactivity. In order to provide continued hands-on support to anticipate and address Project bottlenecks and challenges as they might arise, the World Bank team proposes to resume bi-weekly meetings with the PMU, CSU, and Project stakeholders beginning in June 2022. Current Project ratings will be reviewed in the coming 3-6 months to reflect progress on agreed actions and overall implementation progress.
