The Task Team, in coordination with the Honduras Country Office, has been actively engaging with the new MoE authorities and technical staff. The Bank has also continued providing technical assistance activities to the MoE to support Project implementation, including in the areas of planning and monitoring systems, infrastructure standards and designs, and preschool quality standards. The Project has advanced in the design of terms of reference (ToR) for key technical assistance consultancies, which are currently being reviewed by the new authorities and technical teams at the MoE. During a technical mission held during the week of April 25-29, 2022, a concrete action plan, including actions to speed up key activities, clear timelines, and focal points within the MoE, was developed to advance Project implementation. The Project Implementation Unit continues to work on ToR preparation, Evaluation Reports, Request for Proposal documents and Request for Quote documents according to the 2022 schedule of activities. It is imperative to find a permanent solution to the tax exemption issue to ensure no further delays hinder implementation.
