Tuvalu declared a national state of emergency on March 20, 2020, which made it impossible for the project team, consultants and contractors to travel to Tuvalu in 2020. On May 6, 2020, Contingency Emergency Response Component (CERC) was triggered. On June 5, 2022 a US$2.5 million additional funding was approved and became effective on September 10, 2020, to replenish the funds released by the CERC to enable continuation of the Project. While State of Emergency in Tuvalu is no longer in place, the country still has a stringent travel restriction and a strict entry policy in place, which impedes mobilization of international consultants and contractors. The project has encountered major delay, most notably due to (i) travel suspension due to COVID-19 and (ii) change of technical design of the Nanumanga port. In January 2020, Tropical Cyclone Tino (TC Tino) caused significant damage to the coastline in Tuvalu, resulting in the need to update designs of Nanumanga harbor. GoTv has conducted a multi-criteria assessment including economic feasibility of several channel design options; following the World Bank’s implementation support mission at the end of July 2021, the government agreed to proceed with detailed design 8/3/2022 Page 1 of 7 The World Bank Implementation Status & Results Report Maritime Investment in Climate Resilient Operations (P161540) for a 10m workboat harbor in Nanumanga. A project restructuring to (i) cancel part of the project activities, concretely Nanumanga harbor work at US$ 13 million equivalent, which are recommitted to Maritime Investment in Climate Resilient Operations II (MICRO2) (P177100), and (ii) revise the result framework following the partial cancelation, was completed in December 2021. Contracts for civil works and supervision consultancy for the Funafuti Wharf rehabilitation is expected to be awarded by end of 2022.
