The proposed regional project will embed the essential features of ensuring citizen participation and engagement in identifying and prioritizing developmental needs, including socio-economic infrastructure and livelihood opportunities to improve self-reliance of refugee hosting communities; improving social cohesion between refugees and refugee hosting communities; increasing citizen voice and role in development decision making; and eliciting greater demand for social accountability. IGAD (US$5 m). The Inter-governmental Authority on Development (IGAD), the peak regional body in the Horn of Africa, continues to play an important role supporting coordination and knowledge sharing between the four project countries (Djibouti, Ethiopia, Kenya and Uganda) and providing technical assistance to the Government of Somalia on long-term development responses to the challenge of forced displacement. The 9th Regional Project Steering Committee was held in Djibouti, including field travel with a particular focus on learning about support for renewable energy for refugee-hosting communities. The 10th Steering Committee meeting will be held in Uganda in late June 2022. IGAD supported an exchange visit between Ethiopia and Uganda to share knowledge on refugee inclusion into local development planning and programming. A new study on community-driven development and education in areas impacted by forced displacement was launched in January 2022, with a draft report to be submitted in June. IGAD also completed a successful National Dialogue on Forced Displacement in Uganda in May 2022. 2. Ethiopia (US$100 m). The project has made notable progress and is on track towards achieving the Project Development Objective. Against an end target of 1.2 million, so far 1.3 million people have benefited from improved access to services, income-generating support and enhanced environmental management. Highlights include: (a) 716 infrastructure subprojects have been completed (including 223 schools, 219 water supply systems and 120 feeder roads covering 520 kilometers) to enhance access to services for communities hosting refugees; (b) 150,000 people have benefited from livelihood support (agricultural and non-agricultural); (c) 38,800 hectares of land have adopted sustainable land management practices; and (d) 31,700 people have access to improved energy sources. While the project is on track, it continues to face multiple challenges, including the ongoing impacts of COVID-19 and security challenges in various regions. In Tigray region, project operations have been suspended since June 2021. Project activities have also been impacted in some conflict-affected areas in Afar, Amhara and Benshangul-Gumuz regions. To expand the project achievements to more geographic areas and to include refugees as direct beneficiaries, the World Bank Board of Directors approved a US$180 million second phase of the project in Ethiopia on June 17, 2022. 3. Djibouti (US$30 m). The project has made significant achievements, particularly in Components 1 (socio-economic services) and 3 (Sustainable Livelihood). Over 115,000 people (against a target by the end of the project of 110,000) are benefiting from 18 infrastructure sub-projects (e.g., boreholes, water pipelines, health center, maternity hospital, secondary schools, roads and community centers). Under Component 2 (environmental management), 35,000 people have benefited from improved energy sources, including solar power and clean cooking stoves, which enhance environmental conditions and reduce dependence on firewood. Procurement for construction of a solar power plant extension in Ali Addeh has been delayed due to the need to start the process a second time (as there were not enough qualified applicants during the first process). Once completed (expected in 2023), this will provide renewable energy to 21,000 people. Over 1,200 people (60% women and 40% youth) are currently benefiting from component 3 activities (sustainable livelihood), supporting income-generation for agricultural livelihood and for small business and trade activities. In addition, the project has created 46,000 work days for short-term employment on the construction of project-financed infrastructure. This has provided useful income for people living in arid areas with few economic opportunities. 4. Uganda (US$200 m). Implementation progress remains satisfactory in Uganda. Under Component 1 (socio-economic services), 221 out of the 341 approved subprojects are completed, with 120 ongoing. This has benefited 2.8 million people with better access to education and health facilities, roads and bridges and water systems. 61 of the subprojects are located in refugee settlements. Component 2 (environmental management) is supporting 1605 sub-projects (e.g., tree planting, access to renewable energy, fish ponds, quarry restoration, small-scale irrigation). Of these, 995 are now completed, with 610 ongoing. Consistent with the approach of the project to distribute resources equitably between refugees and local residents, around 17% of the environmental activities are located in refugee settlements. Labor Intensive Public Works (LIPW) based subprojects are supporting tree planting, agroforestry, wetlands/riverbank/ lakeshore restoration, and gulley control structures. These subprojects help to address environmental damage caused by the refugee presence - which can be a source of tension - and put cash in the hands of host community members and refugees. The LIPW approach as generated over 4.6 million working days, over half the end of project target. Under component 3 (sustainable livelihood) the project has funded 3270 sub-projects so far, of which 869 are completed and 2399 are under implementation. The activities mostly comprise support for crop farming, livestock farming, and produce trade. Around 69,000 households have benefited from livelihood support, of whom 7% are refugees. About 65% of livelihood beneficiaries are female. In 2021 the project completed a pilot to strengthen district capacity for prevention and response to violence against women and children in hosting communities and refugee settlements, implemented by International Rescue Committee. In 2022 the project will explore expanding this to additional districts.
