The implementation progress is downgraded to Moderately Satisfactory owing to the late mobilization of the hydrologist by the Design and Supervision Consultant (DSC), which has made it not possible to complete the detailed design of civil works by the end of 2021 as initially planned. The hydrologist was appointed by the DSC and approved by the Government of Vanuatu on December 23, 2021 and is expected to move to Vanuatu by early February, 2022 (all flights entering Vanuatu in January have been cancelled owing to the new COVID19 variant). The project management remains Moderately Satisfactory. Key positions of both the PIU and the PST have been mobilized, despite some delays. By the end of 2021, the PIU/PST has mobilized the Community Liaison Officer (CLO). Contracts with the selected national Social Safeguard Specialist and Gender Specialist commenced on January 10, 2022. The PIU/PST is also is on track to finalize contract arrangement with the international Financial Management Specialist in January.
