The hiring of key international and national expertise is underway for Component 3. Under the CERC, plans for the delivery of production inputs and infrastructure facilities have been completed as well as the determination of beneficiaries following safeguard screenings across all targeted provinces. Year 3, Target 45 Overall Comments PDO The associated delays in the preparation and implementation of DPls are due to several factors including (i) limited institutional/technical capacities of ACs/POs and SMAs to formulate DPrs/DPls; (ii) difficulties faced by TSPs to address the extensive support needs of ACs/POs and SMAs, owing to their relatively limited staffing resources; (iii) a steeper than anticipated learning curve for the TSPs and the project teams on the procedures of DPr/DPl preparation and evaluation, as this is a new initiative in Cambodia; and (iv) the Covid 19-related work and travel restrictions which limit the much-needed face to face interactions among actors at the field level. An action plan has been elaborated by the project management, based on a comprehensive “technical note”, for implementation from Q4 of CY 2021, to address challenges at the AC/PO and SMA levels, as well as to provide support to TSPs to speed up the preparation of viable DPrs/DPls. It also features a simplified and more efficient process of evaluation and approval of DPrs/DPls, with the Evaluation Committee (EC) aiming at increasing the number of DPrs evaluated each week, from 2 to 3. An extensive assessment of the impact of this action plan will be conducted during the project mid-term review, scheduled by June 2022. It would inform necessary adjustments including likely restructuring to put the project speedier and sustain the implementation pace. Accelerating the implementation of DPls is therefore a key priority issue. See further details in the overall comments for the PDO indicators. Implementation of Component 3 is closely linked with the mobilization of ITA and NTA to support the execution of scheduled activities. Thus, the procurement of the TA needs to be expedited in order to avoid further delay and to enhance the quality of outputs. The implementation of Component 4 will need that the MIS is established to commence data collection as well as coordination of surveys and PDO survey data in order to report on the results and targets of the RFM. The procurement of a service provider to implement the MIS in compliance with the POM specifications and requirements is urgent. In order to mediate the risk of further delays in establishing the baseline survey, a short-term national consultant will be hired to join the M&E team with the specific task of working on the organization of the baseline survey prior to the start of the implementation of the DPls.
