Despite the delays in delivering payments, reconciliation and documentation, the project is on track to achieve its developmental objectives and the Result Framework indicator targets. It has, as of date, disbursed 78 percent and benefited 391,974 persons, of which 74 percent are women. COVID-19 SSN Quarters(Q) 2 and 3 payments were delivered to 33,663 enrolled COVID-19 SSN beneficiaries. The Government has also been successful in applying cash transfers to support vulnerable informal sector workers in cities affected by the COVID-19 shock. Following the successful implementation of the ECT in Freetown, Bo, Kenema, Makeni, and Port Loko in launched in June 2020, the Second Phase of the ECT financed by the European Union was conducted in May and June 2021, providing one-time cash transfers to 35,816 beneficiaries in the informal sector workers who lost their businesses and employment in Freetown due to COVID-19. NaCSA will resume the payment to the remaining 1,225 beneficiaries as well as the targeting of approximately 1,900 additional beneficiaries with the remaining $633,122 in the EU- financed TF B4427 in January 2022. 12/21/2021 Page 1 of 7 The World Bank Implementation Status & Results Report Sierra Leone Safety Nets Project (P143588) The Trust Funds (TF0B4427 and TF0B1670) have disbursed US$ 177,581.91 and US$ 4,25,819.83 (76 percent), respectively. NaCSA submitted a costed work plan detailing how the remaining GRiF Recipient Executed Trust Fund (TFB1670) budget will be allocated until June 30th, 2023. The RETF has been extended to June 30, 2023, to align its life with the project’s closing date. Remarkable progress has been reported on the Information Education and Communication activities, including printing 35,000 behavioral change communication posters, organizing 30 radio and five television discussions, and publishing 15 press releases, news bulletins, and newspaper articles. Furthermore, 23,227 beneficiary ID cards were printed and distributed. However, the cash transfer payments have been delayed, including Q2and Q3 payments in 2021, which were completed in Q4. Grievances resolutions continue to be beyond 90 days from registration because some cases uploaded into the GRM platform lack sufficient details. A GRM workshop with all stakeholders is planned for January 10, 2022, to develop and strengthen the grievance resolution pathways and platform. To address GBV related grievances, ACC is drafting a Memorandum of Understanding (MOU) with the Ministry of Social Welfare and Ministry of Gender and Children Affairs on case management of beneficiaries who become victims of Sexual Exploitation and Abuse/Sexual Harassment and Gender- Based Violence (GVB). Once the MOU is signed, ACC will transfer GBV cases received in the GRM platform to the respective ministries. The project is preparing for targeting the households of the second phase of COVID-19 SSN. A total of 2,218 Enumerator Areas (EAs) in 4,428 localities (communities) have been geographically selected. NaCSA is in the process of validating the information related to the population size, the geographic terrain, and the distance from district headquarters for these communities, to be completed by December 10, 2021. The training of enumerators for COVID-19 SSN II targeting, followed by the field targeting exercise, is expected to commence on January 15, 2022. In addition, NaCSA has pre-tested the revised proxy means test tools developed to identify, target, and enroll persons with disabilities in cities. The final report from the pre-testing exercise and data on 60 persons with disabilities participating in the pre-testing exercise will be shared with the Bank by December 17, 2021. On Social Protection Coordination, the annual Inter-Agency Forum meeting was held on December 10 and 11, 2021, in Kenema town Eastern Sierra Leone. The Forum endorsed, among others, the validation of the draft Social Protection Implementation Strategy and the preparation of the Sierra Leone Social Safety Nets and Youth Employment project. There are significant delays in procurement processing due to bureaucratic bottlenecks. The recruitment of key staff, including the replacement of those terminated, and the development of Framework Agreement for low value, commonly used items to reduce transaction costs and benefit from economy of scales, are yet to be completed. No incidents related to COVID-19, Sexual Gender-Based Violence, or Occupational Health and Safety have been reported during this ISR reporting period.
