The project focus is on institutional strengthening of community associations, municipal councils, producer organizations, technical service providers, and government institutions responsible for the provision of drinking water and sanitation in rural communities (Component 1); financing of investments in improved water supply & reduced vulnerability to climate change (mainly consisting of demand-driven investments driven by Community Associations) and establishment of an Agro-Climatic Risk Information System (Component 2); and providing support to productive alliances (Component 3, also demand-driven and focused on producer organizations). Target beneficiaries consist of about 146,000 poor rural HHs in Paraiba state. The project has adopted a demand-driven approach for its investment and financial support activities. 5/4/2022 Page 1 of 8 The World Bank Implementation Status & Results Report Paraiba Sustainable Rural Development (P147158) Under Component 1, the project continues to carry out important training activities among which strengthening municipal councils (CDRMS), training related to social aspects such as gender, race, minorities, etc., training in the Integra/Rural Invest methodology for designing productive alliance subprojects and providing information to implementing companies regarding social and environmental safeguards procedures. Capacity building activities in rural sanitation for beneficiaries of ADC, ADS, cisterns and desalinization plants are on-going. In cooperation with Senar, the Project plans to train young people as agents of sustainable development, encouraged with grants. In addition, and to improve the proposed model for the management, operation and maintenance of water supply systems, Cooperar is finalizing a diagnostic of the 94 ADC systems already operational in the state. Under component 2A (drinking water access), the project has made good progress and is responding to strong demand from the rural population, especially for drinking water systems. Results so far include: (i) 1,500 completed cisterns and bidding in progress for another 3,500; (ii) installation of 24 simplified community water systems (ADS) has been contracted (with works on-going); (iii) consultancy for the preparation of executive projects for 67 complete community water systems (ADC) is on-going Under component 2B (reducing climate vulnerability), works are in progress for 33 fords (water crossings) and another 118 are ready for bidding. Under component 2C (establishment of an Agro-Climate Risk Information System - SEIRA), bidding is in progress awaiting changes in the Terms of Reference for the Meteorological Stations, due to an adjustment in the bidding modality, which became Electronic Auction (Pregão Eletrônico). Under Component 3 (productive alliances) the project completed a series of 5 market prospect studies and developed 8 business plans on a pilot basis. Completion of the feasibility analysis of the pilot business plans is awaiting the completion of the process of hiring agribusiness experts. The technical support consultancy for business profiles and business plans (Rural Invest) is ongoing. Under component 4 of the project (project management, monitoring and evaluation), the SIGMA system (Integrated Management and Monitoring and Evaluation System) is being gradually implemented. The project continues to be an avid user of the KobToolbox methodology for M&E purposes and has recently been nominated as a leader in this field by the Bank.
