This has been because of project management issues and procurement delays. In December 2022 a new coordinator was recruited to manage the project and his tenure has just began. We anticipate that the next six months will see marked improvement in the delivery of project results. In terms of progress, Component 1: (Institutional support). Activity 1.1, analysis of the forestry tax system and support for implementation of recommendations. This work should start before March, 2022. Activity 1.2 (development of a national information system for the collection of forestry market data and the issuance of tax notices) is well underway and the consultant has delivered his first two reports, including delivery of the database system. Component 2 (Support to Forest Communities) is under implementation. The firm TEREA is working with NGOs to develop local development plans in 11 communities. Some of these local development priorities will then be funded by the Bank. Approximately 5 of the 11 communities now have Local Development Plans. Component 3(Mining) Institutional Support to the Ministry of Mines and Geology: The Mining sector working group was established in 2020 and has revised the 2012 Mining Policy. This has been drafted within the Ministry and has yet to be ratified. The project plans to recruit a consultant to support the Ministry of Mines to complete a mining policy and the Minister of Mines has given his approval. Terms of Reference have been sent to the Minister of Mines for his validation. Once validated, a notice will be issued to recruit the consultant to review what the working group has proposed. A Component 4:Mining) Local development (mines):Ongoing support to the KPPS has helped support their operational budget by paying for the salaries and equipment of KP focal points stationed in the compliant zones. Ongoing support for the KPPS is planned for 2022. The Appui à la Professionnalisation des Coopératives Minières (APCM) project has made progress in 2021 following insecurity in Boganogone in Q1 2021. APCM has provided much needed institutional training to pre-cooperatives (and local entities) in the subprefectures of Nola and Bogananogone. Technical training modules have been provided to representatives of 14 entities (exceeding the target number of 3 per the project design) and these groups are testing the taught techniques in the field (SMARTER mining, improved resource recovery, better exploration, improved hygiene, improved environmental performance). Workshops were held with the Ministry of Mines and Geology. The PGRN project will be supporting APCM in delivering a small grants program in 2022. Component 5: GEF Additional Financing Institutional Support: Strengthening the Governance and Management Frameworks of the Mbaéré- Bodingué National Park (MBNP) and the Corridor to the Dzanga-Sangha Protected Areas (DSPA). A contract for WWF to commence work in the project zone will be signed eminently. Component 6: GEF Additional Financing Local Development: Promotion of management models and economic activities that contribute to the sustainable use and regeneration of natural resources in the MBNP buffer zone and the corridor to the DSPA. The procurement of NGOs/Firms to lead this work is underway.
