As of June 10, 2022, US$55.06 million equivalent (approximately 54.95% of the total grant of US$100.20 million) has been disbursed. Overall, the Project has made notable progress on all components, with key milestones reached on, inter alia, continuous progress on school repairs carried out in batches; commencement of repairs for Fire and Ambulance building, with design of EOC being finalized; technical designs and procurement packages of several works being finalized – GEBE phase II, MDS building; deepened dialogues and consultations with relevant government stakeholders on establishing the cell broadcast system and an automated rain gauge network for the country. Key implementation progress per component is summarized below: Component 1 - Most of the activities under Component 1 are expected to be completed in 2022, with a few activities in preparation stage and to be started soon including (i) expansion of the Emergency Operations Center (EOC) – an extension to the Fire & Ambulance building with final design to be completed by June 30, 2022; (ii) design and procurement documents of new MDS building in the finalization stage; (iii) the establishment of a cell broadcast system for emergency early warning and an automated rain gauge network to strengthen weather and climate information gathering. Component 2 - The trenching work for the GEBE phase I underground utilities is expected to start by July 2022. The contract was awarded in December covering 9km of low voltage cabling, water pipes, and conduit for fiber optic as well of new street lighting. Extended procurement and delivery time needed for materials resulted in the delays in the start of work. The design of phase II work is being finalized by GEBE which includes up to 12km of underground low voltage cabling with new street lighting and potable water pipelines, and 3km of medium-tension transmission line and potable water pipelines. Component 3 - Substantial progress has been made under this component, among which, 416 units of the final target of 510+ homes have been repaired to date. The key activities that are in the advanced stage of procurement or work completion include: (i) single-family home repairs phase II (total of 120 houses) – repairs for 107 houses have been completed, with the final 13 houses to be completed soon. The NRPB has finalized the final list of single-family homes of 20 that are eligible and in need of repairs, which will be procured through a separate RFB process; (ii) social home phase II for repairing 64 apartment units – the work started in January 2022 and is well on track for completion by December 2022; (iii) school repairs – following the successful completion of the initial batch, works for the second batch of 3 schools and Fire and Ambulance building has started since March. The procurement process for the Batch 3 of 13 schools is currently in progress. The Project has provided continuous support for Sint Maarten to obtain membership of the Caribbean Disaster Emergency Management Agency (CDEMA) and the subscription of the Caribbean Catastrophe Risk Insurance Facility (CCRIF) which will provide coverage against future hurricanes.
