Following a request from CAR and EAAB, the Bank processed a 12-months project extension to monitor the final stages in the commissioning of the WWTP and the appropriate implementation of the Master Plan on Biosolid Management, which include alternative solutions presented by CAR and EAAB for the management and disposal of biosolids. The Bank would need to continuously monitor possible complaints from NGOs and/or other stakeholders for the shortcomings on E&S risk management resulting from the failure to safely dispose biosolids or from the Salitre WWTP not complying with the wastewater quality regulation standards, as stated in the PDO. The Bank has been working with the client to define a Safeguards Action Plan (yet to be agreed with the Borrower), which will include estimated dates for the completion of any pending safeguards actions and/or commitments towards the new project closing date. Furthermore, the team continues to facilitate dialogue with UPZ72 organizations to ensure CAR’s compliance with the Inspection Panel’s recommendations. The operative assistance transfer to Bogota's Water Utility is still pending due to the delays abovementioned.
