The project now covers the entire country except for Somaliland. 6/28/2022 Page 1 of 8 The World Bank Implementation Status & Results Report Somalia Urban Resilience Project II (P170922) The project is 28 months into implementation (48 percent of project period lapsed) with a disbursement rate of 13.4 percent (US$15 million). While the project is making gradual progress towards achieving its development objective, civil works remain significantly delayed, particularly in Baidoa, Kismayo and Mogadishu. Component 1: Urban Infrastructure and Services is experiencing delays but civil works have commenced in Baidoa, Kismayo, and Garowe and disbursement is expected to pick up. Works in Mogadishu are significantly delayed, as the Project Implementation Unit (PIU) changed its priority investments from the originally proposed ten community roads to larger-scale, more transformative urban trunk drainage lines. Several quick wins are planned, such as desilting of catchment ponds and rehabilitation of community roads, which are likely to commence in the next few months. Component 2: Institutional Strengthening and Analytics is progressing well. Key findings of the TAs have been shared with the government and their inputs taken into consideration. All TAs are expected to be completed by September 30, 2022, or before. Component 3: Project Management and Learning has improved. There has been substantive progress in establishing project management capacity, including the development of a robust performance management system for all project staff, introduction of a geo-referenced monitoring system, and better coordination between the Program Coordination Unit (PCU) at the federal level and the PIUs at the municipal levels. Component 4: Contingent Emergency Response Component (CERC). In response to the escalating drought crisis, the project will activate the CERC reallocating US$20 million from Component 1. The CERC will finance activities to help mitigate the impacts of the large inflow of drought- induced Internally Displaced Persons on land and services in the three cities of Mogadishu, Baidoa and Garowe. CERC activities will be implemented by the International Organization for Migration and its Danwadaag Consortium. The CERC is expected to be activated in July 2022.
