At MTR, the project has delivered: the planning tools at regional level including spatial information system and the landscape management plans for all the 11/22/2021 Page 1 of 8 Public Disclosure Copy The World Bank Implementation Status & Results Report GEF Sustainable Landscape Management Project (P154698) project targeted landscapes; analytical works are ongoing or will be launched to produce policy notes (CSA, rice policy, gender, landscape approach, PES). It should be noted that the analytical work was reduced following the restructuring in December 2020 to focus more on the COVID- 19 response priorities. Component 2 This component supports on-the-ground implementation of the landscape approach that includes capacity building and infrastructure rehabilitation. Capacity building: this subcomponent ensures effective and long-term adoption of improved practices. Key stakeholders targeted by this sub- component include: (i) local communities managing natural resources, COBA; (ii) water user associations (WUA); (iii) staff of the decentralized administration in selected municipalities, districts and regions; (iv) locally based and national sector staff from key line ministries. The major achievements of the project are: over 6 000 producers (49% of target) have adopted improved technologies and/or techniques, 48 COBA (community forest management groups) have been strengthened for protected area management, eight WUA are operational and 77 line ministry staff have been trained. The mission concluded that there is a real need to speed up the mobilization of WAU to ensure that the operation and maintenance of infrastructure are effective once infrastructures are rehabilitated. Infrastructure: this subcomponent aims at: (i) putting in place more climate-resilient infrastructure to protect from recurrent damage caused by frequent floods and hurricanes; (ii) establishing an appropriate incentive and financing framework for efficient operation and maintenance of irrigation infrastructure; as well as (iii) soil and water conservation in upper watersheds. To date, the project achievements include: (i) 8 800 ha, 44 percent of the target, of areas benefiting from improved irrigation, 1000 ha are under active rehabilitation and over 12 000 ha are in the process of procurement, concluding technical and environmental studies; (ii) the rehabilitation of a feeder roads (32km, RIP117) has started and is on track to be completed as planned and an additional 120 km feeder roads have been identified from the landscape plans and the technical studies are ongoing and should soon be concluded. The procurement will then be launched to complete the works. The MTR mission urged the project to accelerate the rehabilitation of these feeder roads especially in the regions where other investments in irrigation and watershed are advanced; (iii) on environment related investments, land area under sustainable landscape management practices has made significant progress, currently covering 660 000 ha, over 100 percent of the target. This progress was the result of the effectiveness of the management of protected area following the project support. Multi-year contracts are being finalized for 9 protected areas that will move the project to meeting objective for area under sustainable landscape management. Additionally over 6,000 ha of reforestation are being planned for the coming planting season and over 10,000 ha already planted.
