Most of PDO indicator targets (10 targets out of 11) have been met already (8 targets) or have been substantially met (3 targets). The Project has benefitted 369,500 people from the construction and rehabilitation of the sewerage network and increase people with access to 545,775 and hence, exceeding the project design target of 500,000 people. This progress allowed around 39,150 additional households to have 11/29/2021 Page 1 of 9 The World Bank Implementation Status & Results Report Uzbekistan Bukhara and Samarkand Sewerage Project (P112719) directly benefitted from the rehabilitated and new sewerage network, enabling expanded access to critical sewerage services in Bukhara and Samarkand cities. The project the financed the rehabilitation of Samarkand wastewater treatment plant and expanded its capacity to 140,000 m3/day that contributes to improve the region environment and the protection of the water resources through the current annual removal of 3,100 tons of BOD. At sewerage generation rate of 120 liters per capita per day, the WWTP will be sufficient to serve around 1.17 million people. Moreover, the project completed the first phase of Bukhara WWTP rehabilitation with capacity of 50,000 m3/day (current annual removal of 1,765 tons of BOD) while the second phase of rehabilitation is under construction. Institutional strengthening activities under Component A, have also progressed remarkably with evidence of citizen engagements, public outreach and the customer satisfaction survey has been launched. Moreover, the project improved the performance of the utility management through continuous training. The financial performance of both Bukhara and Samarkand Suvtaminots has been improved and the revenue collection became adequate to meet operating cost with potential margin to partly cover the asset depreciation. Thanks to the proper WWTP management, energy efficiency has also improved in both places and dropped from 3.0 kWh/kg of BOD removal to 2.5 kWh/kg and 1.9 kWh/kg in Bukhara and Samarkand respectively. In addition and due to the sewerage network rehabilitation and expansion, the sewers blockage has dropped from 1404 blockage/year in Bukhara and 1056 blockage/year in Samarkand to 589 blockage/year and 345 blockage/year respectively leading to cleaner environment and protection of people health. In total, the project has been financing 15 works contracts (7 contracts in Bukhara and 8 in Samarkand), of which 12 are completed. Works under two contracts including BVK/ICB/W/1-DC (second phase of Bukhara wastewater treatment plant rehabilitation, at 15% progress and is expected to be completed in April 2022) and BVK/ICB/W/3-DC (Sewerage network, at 50% progress and is expected to be completed by December 31, 2021). Financing of incomplete activities shall be the responsibility of the implementing entities from their own resources, estimated around US$3.5 million. Depending on addressing the aforementioned issues, there will remain a balance of $3.14 million to $5.14 million that will be subject to cancellation. The total commitments from actual project financing are around US$139.5 million (99%), while total disbursement has reached US$118.26 million (84.2%). The Project’s Additional Financing (AF) has disbursed around US$67.37 million or 75.24%, including US$ 7.10 million since July 1, 2021, and projections indicate that the disbursement rate will increase with acceleration of invoicing documents for already executed works as well as supplied goods.
