The 20th Steering Committee meeting held on August 25, 2021, chaired by the Prime Minister, decided to transfer reconstruction responsibilities from the National Reconstruction Authority (NRA) to concerned government agencies. As natural successor of NRA, the MDTF activities related to enhancing long- term disaster resilience were transferred to the NDRRMA. The restructuring documented transfer of remaining fund balance by the closing of NRA on December 24, 2021, and activities such as supporting disability inclusion. Before its closure, the NRA completed trainings to elected representatives and technical human resources of 282 local governments in 32 earthquake-affected districts and delivered two trainings related to “slope stabilization, design of construction of risk-reduction interventions such as retaining wall, bioengineering etc.” and “disaster risk reduction in development and construction works, and construction supervision” to 1,751 engineers, sub-engineers, assistant sub-engineers and elected representatives of which 19% are women. The MDTF financing was also utilized for formal certification of trained masons, who worked in reconstruction and to enhance employability of women mason post-reconstruction. Around 160 women masons received 45 days residential training that aimed at skill enhancement and diversification of women masons to help them continue in construction sector post-reconstruction. First two activities were supposed to be implemented through National Disabled Fund- a government owned Non-Governmental Organization affiliated with the Social Welfare Council (SWC). These activities are substantially delayed.
