No The World Bank Ningbo Sustainable Urbanization Project (P149485) I. PROJECT STATUS AND RATIONALE FOR RESTRUCTURING A. Project Status: (1) Background The Ningbo Sustainable Urbanization Project (P149485), financed by an IBRD loan of US$150 million, was approved by the World Bank Board of Executive Directors on July 15, 2016. The loan became effective on December 28, 2016 and has a closing date of November 30, 2021. The Project Development Objective (PDO) is to improve the use of urban public space, improve urban mobility and reduce flood risk in selected counties in Ningbo Municipality. The project has four components: (i) Urban Regeneration; (ii) Urban Transport; (iii) Flood Risk Management; and (iv) Technical Assistance and Capacity Building. The project design follows a framework approach. The first batch of urban regeneration, urban transport and flood risk management subprojects (under components 1, 2 and 3, respectively) was appraised in March 2016 and the appraisal of the second batch of subprojects was completed in October 2017. The third batch of subprojects was appraised and approved by Bank management on September 28, 2019. All the investments demonstrate a solid contribution to the PDO, positive impacts on the welfare of low-income communities and vulnerable populations, and substantial social, economic, and environmental benefits. All these are also highly relevant and consistent with the World Bank Group’s China Country Partnership Framework 2020-2025 objective of sharing the benefits of growth and supporting greener development. The first project restructuring was approved in April 2020, with loan disbursements at 23.8% at the time. It authorized reallocation of loan proceeds among categories, a retroactive increase of the disbursement percentage for works as of April 1, 2019 from 65% to 100%, and modifications to the results framework, including indicator definitions and targets. Progress toward achieving the PDO is rated Moderately Satisfactory (MS) as the project is on track for two of the three outcomes, as follows:  Improved use of urban public space, as measured by “Satisfaction of pedestrian/bicycle users and participators of stationary activities in areas with project-supported urban regeneration intervention” with 69.6% user satisfaction against a target of 72%.  The targets for improved urban mobility have both been exceeded: “Average traveling speed of buses along project-supported transport corridors during peak hours” (21.7 km/hr against a target of 20 km/hr) and “Public transport user satisfaction” (68.3% satisfaction rate against a target of 60%).  The activities supporting flood risk management activities are still ongoing and therefore the PDO indicator shows zero achievement to date (see details under component 3 below). (2) Implementation Status Due to earlier implementation progress (IP) delays, the project IP rating was downgraded from MS to Moderately Unsatisfactory (MU) in the December 2019 Implementation Status and Results Report (ISR). Since then, the Ningbo Project Management Office (PMO) has made tremendous efforts to advance contracts and disbursement. Although the COVID-19 outbreak in 2020 caused serious disruption, the disbursement percentage increased from 24% in January 2020 to 40% in June 2021 and then further to 44% by the time of this restructuring (November 2021). In the June 2021 ISR, the IP rating was upgraded from MU to MS. To-date, there are altogether 44 contracts under this project, 16 of which have The World Bank Ningbo Sustainable Urbanization Project (P149485) been completed. Twenty-four contracts are under way and four contracts are at different stages of procurement (see annex 1). Since the first project restructuring, five sub-projects were dropped due to the reasons like overlapping or conflicting with other domestic financed projects, long pending land acquisition and resettlement issues and out of date design. Due to the minor size of these subprojects, these changes do not affect the overall achievement of the project objective. Below is a summary of implementation status by component:  Component 1: Urban Regeneration (UR) This component supports improving the quality of public space following people-centered design strategies and expanding the coverage and upgrading the service level of urban utilities. There are altogether nine contracts under this component, with four already completed. A public space user satisfaction survey is being conducted annually starting in 2019. While the current value of the associated PDO indicator is already very close to the target (see above), the target of the intermediate results indicator which measures the area of urban regeneration is only 41% achieved. The contract which is most delayed is FCP5 in Fenghua county for the Jiang’s Ancestral Hall and surrounding area reconstruction and improvement. It has experienced significant delay in the past two years due to the need for a national level Cultural Heritage Protection Approval to the project design. The final approval from the National Cultural Heritage Administration Bureau was obtained on August 23, 2021. The construction is expected to start in early 2022 with a construction period of 18 months. This is a contract with major investment in Fenghua county which has a significant contribution to the UR results.  Component 2: Urban Transport (UT) This component supports the completion of the urban road network and improving the capacity, reliability, and service quality of the bus system. Eight of the thirteen contracts under this component are already completed. The rest of the contracts are expected to be completed in 2022. As mentioned above, the targets of the two relevant PDO indicators have been over-achieved. With the purchase and subsequent operation of electric buses financed under this component, the intermediate results indicator on “cumulative carbon emission reduction due to the usage of electric buses” has reached the 2,139 tons target. The intermediate results indicator on “total length of newly constructed and rehabilitated urban roads” has achieved almost 70% of the target and is expected to reach 100% by the end of 2022 when all the UT contracts are completed.  Component 3: Flood Risk Management (FRM) This component supports activities to address the risks of floods in the project counties. Most of the subprojects under this component were appraised in September 2019. However, there were significant delays in the finalization of the designs, relevant domestic reviews and clearances, and resettlement and land acquisition work (see also section I.B). There are 12 contracts under this component and all but one are at different stages of construction. The NCP13-1 contract in Ninghai county for the rehabilitation of Pu Lake is delayed. In addition to the reasons mentioned above, this contract The World Bank Ningbo Sustainable Urbanization Project (P149485) has gone through rounds of design revisions to avoid over-design of its flood risk management function, as well as integrating the concept of natural based solutions into its design. The Ningbo PMO is expediting the procurement process and the construction is planned to start in early 2022 with a construction period of 18 months. The PDO indicator measuring “reduced flooded area within 24 hours after a major 1 – in 10 years -rain event” has not progressed as all the subprojects are still underway. The same applies to the relevant intermediate results indicator measuring “area provided with new and improved drainage services”. Data will be available when two contracts are completed by the end of 2021 and four others in 2022.  Component 4: Technical Assistance and Capacity Building This component is supporting the implementation of the above three technical components. In addition, Ningbo PMO has proposed several studies which support intelligent transport in Fenghua, blue asset management and flood risk assessment in Ninghai, and integrated transportation development in Xiangshan. Furthermore, as the Ningbo PMO is housed in Ningbo Development and Reform Commission, three proposals for additional technical assistance were put forward to study the “Ningbo sustainable urbanization under the Yangtze River Delta regional integration”, “Ningbo urban resilience”, as well as an in-depth analysis on lessons learned from World Bank-financed operations and how they could help the implementation of the so-called “whole process consultation” which is now an emerging norm in China in the area of project management. These studies will strengthen the sustainability of project outcomes and have broader development implications. There are ten contracts under this component with four of them already completed, and two running through the end of project implementation as they are providing project management support to the Ningbo PMO. The remaining four studies will be finalized by mid-2022. Ningbo PMO has plans for dissemination of these studies in 2022 and the World Bank task team plans to mobilize its own technical resources to assist in the knowledge sharing which is an important complement to the infrastructure investment. There is only one intermediate results indicator related to this component, namely, “completion of multi-year capital investment and asset management research for river maintenance and operation”. Once the relevant study is completed in January 2022, this indicator will be achieved. (3) Risk management  Contract management. Ningbo PMO has been advised to make all efforts to enhance the contract management capacity for PIUs in each project county. Special attention has been given to the two contacts mentioned above which are most delayed and it is expected that construction could start early in 2022. The World Bank task team will also work closely with the Ningbo PMO to monitor the implementation status of all the contracts. The established practice of monthly progress reports and quarterly conference calls with the PMO and PIUs will continue so that issues identified can be resolved quickly. If needed, the World Bank’s engineering consultant will visit the projects sites more frequently, in addition to the biannual implementation support missions, to provide technical support to the PMO and PIUs on contract management.  Project Financing. The Ningbo PMO has conducted a careful analysis on the financing needs for all the 44 contracts (see details in annex 1). The analysis is based on (1) actual World Bank financing disbursed/to be disbursed for contracts already completed; (2) awarded contract value for contracts which are still under implementation; (3) estimated cost for contracts which are yet to be awarded. The conclusion of the analysis shows that the total The World Bank Ningbo Sustainable Urbanization Project (P149485) financing needs for all the 44 contracts (including front-end fee) is about US$176 million, which is more than the total World Bank loan amount of US$150 million. The Ningbo PMO and Ningbo Finance Bureau (FB) are fully aware of this possible shortfall. Following thorough discussions between the Ningbo FB, Ningbo PMO and three county/district PIUs, all project county/districts are eager to continue with the current investment plan and are willing to cover the extra cost with their own counterpart funds. Each of the three project counties/districts submitted their financing commitment letters to the Ningbo FB on October 28, 2021, which were later shared with the World Bank and deemed acceptable. According to the implementation schedule, this counterpart financing will be very likely needed in 2023. The World Bank task team will closely monitor the financing status of the project. During the second half of 2022, the Ningbo PMO will do another thorough analysis of the contracts financing status and estimate the amount of counterpart funds needed in each county/district. The relevant implementing entity will then be requested to officially commit respective amount in their annual budget for 2023. (4) Environment and Social Safeguards Environment: The environmental management system is well established and has been functioning well to date. The external environmental monitoring agencies were hired to conduct environmental monitoring and on-site supervision regularly in line with the requirements of the Environment Management Plan (EMP). The semi-annual EMP implementation reports were also well prepared. Social: The project prepared comprehensive social assessments and resettlement plans for all three batches of subprojects and enforced effective external social and resettlement monitoring. The Ningbo PMO and the county PIUs have consistently shown strong commitment to satisfactorily implementing the necessary land acquisition and resettlement (LAR). During the preparation and implementation of subprojects, the PMO and PIUs explored feasible alternatives to avoid and minimize the LAR. There are no outstanding complaints or grievances with regards to LAR under the project, as reported by the PIUs. (5) Procurement Project procurement has been in compliance with the World Bank Procurement Guidelines and Consultant Guidelines. There have been no significant issues relating to either procurement or contract management. (6) Financial Management The project is in compliance with the World Bank’s financial management (FM) requirements. No significant FM issues have been noted and all the audit reports received are with unqualified opinions. (7) Compliance with Covenants The project is in compliance with legal covenants. B. Rationale for Restructuring This restructuring requests a change of the project closing date from November 30, 2021 to September 30, 2023. The other changes included in this restructuring reflect adjustments resulting from the closing date change (see section II below). The additional implementation time is necessary to allow all the project investment activities to be completed and the stated project outcomes to be achieved. As discussed above, the project experienced serious delays after the first project restructuring. The main reasons are: outbreak of COVID 19 with associated lockdowns and mobility restrictions, an iterative review and clearance process for obtaining the national level cultural heritage The World Bank Ningbo Sustainable Urbanization Project (P149485) protection approval for contract FCP5, nation-wide village level leader new term elections in year 2000 which created competing priorities for local leaders, and the on-going national spatial planning exercise which caused some delay to the land acquisition process. The below table summarizes the status of project contracts implementation. DESCRIPTION OF PROPOSED CHANGES This restructuring includes the following changes: 1. Loan closing date change. Due to the reasons explained above, the project closing date is proposed to be extended from original closing date of November 30, 2021 to September 30, 2023. An official request from China Ministry of Finance was received by the Bank on November 5, 2021. 2. Implementation Schedule. The implementation schedule will be adjusted in line with the new closing date. 3. The disbursement estimate will be revised in order to reflect the extended implementation schedule. 4. Results Framework. The end target dates will be revised in order to reflect the extended implementation schedule. Intermediate target values will also be added. The target value of the female beneficiary percentage to the PDO indicator on “Director Project Beneficiaries” is slightly revised. According to the result from the 7th China National Population Census, Ningbo PMO recalculated the weighted average for female percentage for the three project counties/district. As a result, the target value is reduced from 49.36% to 48.5%. The target for the PDO indicator of “Direct Project Beneficiaries” has currently been achieved by 42% and the target could be fully met once all the project activities are completed.
