The Program Development Objective is to improve the quality and governance of school education in selected states (Himachal Pradesh, Kerala, Madhya Pradesh, Maharashtra, Odisha, and Rajasthan) in India. The Program was declared effective on February 23, 2021. The Ministry of Education (MoE) has made good progress in initiating the STARS Program. As required, the MoE has on-boarded an Independent Verification Agency (IVA) to verify the achievement of planned results for the Program. Targets for several Disbursement Linked Indicators (DLIs) have already been achieved. These targets were verified by the IVA and USD 31 million was released to the MoE as a result. The MoE has appraised the Annual Work Plans and Budgets (AWPBs) of the six STARS states for FY 2021-22, approving an allocation of INR 398.63 crores as the central share for planned activities. The total approval under the STARS Program, including the state share, for FY 21-22 is INR 648.9 crores. The World Bank will provide technical assistance and policy guidance, as needed, to help GoI and the six STARS states ensure learning continuity throughout the pandemic and operationalize key tenets of the NEP. Institutional Capacity for Implementation and Sustainability: Some participating states have limited implementation capacity, and a considerable number of technical and fiduciary positions remain vacant in their State Implementation Societies (SISs). A PMU at the center and in the states, supported through the IPF component, will provide such technical assistance as may be needed to the SISs for monitoring Program implementation and results. In addition, the less capacity-challenged participating states will play an important role in sharing knowledge and experience in overcoming implementation challenges. Fiduciary: Considering the multiplicity of spending/executing agencies (States, Districts, and Sub-districts) and diverse capacity across these agencies, there are persistent implementation constraints. The main challenges lie in further strengthening public financial management arrangements to enhance their efficiency and improve compliance with rules and regulations, thereby strengthening accountability. The PMU at the center, to be supported through the Program’s IPF component, will hire a procurement expert and a financial management specialist with experience in externally funded projects to manage these fiduciary functions. In addition, a comprehensive training program will be implemented over the life of the Program to train the PMU officials at the center and in the states. STARS will (i) strengthen monitoring through internal and external independent reviews at various levels; (ii) enhance transparency through complete roll-out of the Public Financial Management System (PFMS) up to the school level; (iii) support effective integration of books of accounts under Samagra Shiksha; (iv) include a dedicated complaints redressal system for procurement; (v) strengthen contract management for delivery of goods and works; and (vi) apply PforR policy exclusions, particularly with respect to exclusion of Bank-debarred firms and high-value contracts.
