Despite these achievements several risks to infrastructure sustainability remain as part of an ongoing contract dispute between CAR and the contractor --- - Consorcio Expansion Planta Salitre- CEPS. Contract dispute has delayed the upgrading of the existing WWTP facilities which will unlikely be completed by contract end date (September 30, 2022). Since the mission carried out in January 2022, the Bank’s technical team has identified several risks to project sustainability as many of the key plant’s elements have suffered technical issues and damages. Contractor has failed to issue acceptable guaranty certificates for key electromechanics equipment; the civil works linking the preliminary treatment and the primary clarifier have been damaged. By court order, EAAB has begun with the operation of the facilities on December 16, 2021 with the assisted operation from CEPS. The Bank is closely following up on issue related to Component 1 and providing technical revision and support to CAR. Also, it has been working with CAR to successfully deliver a Safeguards Action Plan, which includes the dates of completion for safeguards actions and/or commitments towards the project closing date (September 30,2022). The handover of the plant to EAAB is still in progress due to the delays abovementioned.
