Nonetheless, the Implementation Progress continues to be moderately unsatisfactory in view of additional delays. Following the Implementation Support Mission by the World Bank of May 3-14, 2021, several actions have been taken to put the implementation back on track. These include reinforcing the procurement capacity of the Project Implementation Unit and restructuring the project to enable accelerated implementation of activities in the period until the scheduled closing date of the project in December 2022. The Implementation Support Mission by the World Bank of Nov 22-25, 2021 confirmed that both activities are on track. 12/23/2021 Page 1 of 11 The World Bank Implementation Status & Results Report Cameroon Social Safety Nets (P128534) Risks Systematic Operations Risk-rating Tool Risk Category Rating at Approval Previous Rating Current Rating Political and Governance -- Substantial Moderate Macroeconomic -- Moderate Moderate Sector Strategies and Policies -- Moderate Moderate Technical Design of Project or Program -- Moderate Moderate Institutional Capacity for Implementation and -- Substantial Substantial Sustainability Fiduciary -- Substantial Substantial Environment and Social -- Moderate Moderate Stakeholders -- Moderate Moderate Other -- Substantial Moderate Overall -- Substantial Substantial Results PDO Indicators by Objectives / Outcomes Establishment of a national safety net system IN01085241 ►Development and implementation of an effective targeting mechanism for cash transfer programs (Yes/No, Custom) Baseline Actual (Previous) Actual (Current) End Target Value No Yes Yes Yes Date 30-Jun-2014 14-May-2021 15-Dec-2021 30-Dec-2022 The targeting mechanisms developed, tested and approved for the Parent Project have been adjusted to take into account refugees for the Additional Financing. During the parent project, some monitoring data were collected pa per-based. The GEMS approach is being adopted for the improvement of the monitoring and evaluation Comments: system. In the framework of Phase 1 of the Emergency Cash Transfer Program for the COVID-19 response funded by the government, the PMU collected a very large volume of data using the GEMS approach. PMU has extended the GEMS approach for the monitoring of the Cash For Work Program, so NGOs that assist the PMU in the implementation of Cash For Work have been trained on daily geolocated data collection for the monitoring system with smartphones.
