The project demonstrates positive progress despite facing difficulties during the COVID-19 outbreak and travel restriction since 2020. Most indicator targets have already been met or exceeded. Some notable achievements in the government’s monitoring and enforcement role over the past six months included completed the Lao-Wildlife and Forest Law Enforcement Network Operation Manual and approved by MAF Minister, completed draft five-year Social-Environmental Management Framework and Operation Plan of Nakai-Nam Theun National Park and expected to be approved by the end of December, and completed several guidelines and regulations for the environmental compliance monitoring. However, areas that are lagging include subprojects aimed at strengthening capacity for wildlife law enforcement, where inter-agency cooperation for investigation, reporting, and prosecution of illegal activities need to be improved. An area that needs to be accelerated is to complete conditions for disbursement of livelihood development grants to 17 villages within project protected areas (176 grants have already been disbursed), and accelerate the implementation of ongoing subprojects to ensure their completion of planned activities and meet their outputs indicator by project closing. At the protected area level, the measurement of forest loss is being undertaken annually (i.e. multiple times) in order that vulnerable portions of the protected areas may be identified, which can then assist the protected area management authorities to focus additional patrolling efforts to these threatened locations. A good example is the ongoing fragmentation in the northern part of Dong Na Tard Provincial Protected Area, Savannakhet Province. The main enforcement approach to monitor encroachment is through the “Smart Patrol System” together with a patrol database called, “SMART” (Spatial Monitoring And Reporting Tool). It aims to equip park rangers and managers with information and technology to better vulnerable portions of the protected areas, boost their morale, and instill a sense of pride in their duty. The ultimate purpose is to guarantee that species and the intrinsic value provide can survive. This patrolling system is an effective approach in well-managed protected areas to measure the location of encroachment, or forest loss. Since 2014, EPF capacity has been increasing and could raise more fund than anticipated except for the year 2020 which is about $45k short. The public fund comprises the bank interest from EPF endowment ($5.5M) and a small interest from loan subprojects (about $1,000-2,200 per 6 months). Given the current market rate, it is not possible to meet the expected target identified from the public sources unless the endowment is increased significantly. As of Nov 2021, EPF Board has approved to increase the endowment fund by another $1M. This will be Comments: reported again in the next ISR. Based on existing concession agreements (CA) of 19 hydropower projects, it is expected that a total contribution of about $6.0M can be expected from 20 hydropower projects during 2020-2025 ($0.1M per year). EPFO has also making efforts to secure additional funds from other funding sources both within Lao PDR and global funding sources. As of Nov 2021, $1,380,311 has been received.
