[Tapez ici] The Republic of Burundi Ministry of Finance, Budget and Economic Planning Burundi Transport Resilient Project(P172988) Draft ENVIRONMENTAL AND SOCIAL COMMITMENT PLAN (ESCP) May 2022 1 [Tapez ici] ENVIRONMENTAL AND SOCIAL COMMITMENT PLAN 1. The Republic of Burundi (the Recipient) shall implement the Burundi Transport Resilient Project (the Project), under the supervision of the Ministry of Finance, Budget and Economic Planning with the involvement of the following Ministries: Ministry of Trade, Transport, Industry and Tourism, Ministry of Infrastructures, Equipment and Social Housing, Ministry of Environment, Agriculture and Livestock, Minister of Interior, Community Development and Public Security and agencies: ARB (Agence Routière du Burundi/Burundi Road Agency), OBPE( Office Burundais pour la Protection de l’Environnement/Burundian Environmental Protection Office). The International Development Association (the Association) has agreed to provide financing for the Project. 2. The Recipient shall implement material measures and actions so that the project is implemented in accordance with Environmental and Social Standards (ESS). This Environmental and Social Commitment Plan (ESCP) sets out measures and actions, any relevant documents or plans, as well as the timing for each of these. 3. The Recipient shall also comply with the provisions of any other environmental and social (E&S) documents required under the WB Environmental and Social Framework (ESF) and referred to in this ESCP, and the timelines specified in those E&S documents. These documents include the Environmental and Social Impact Assessment (ESIA), the Resettlement Action Plan (RAP), the Stakeholder Engagement Plan (SEP), the Labor Management Procedures (LMP), Indigenous People Plan (IPP), Grievance Redress Mechanism sensitive to SEA/SH (GRM-SEA/SH), and the prevention and response SEA/SH Action plan as an annex of the ESMF. 4. The Recipient is responsible for the compliance with all the requirements of the ESCP even when the implementation of specific measures and actions is conducted by the Ministry, agency, or unit referenced in paragraph 1 above or another entity. 5. The implementation of the material measures and actions set out in this ESCP shall be monitored and reported to the Association by the Recipient as required by the ESCP and the conditions of the legal agreement, and the Association shall monitor and assess progress and completion of the material measures and actions throughout project implementation of the Project. 6. As agreed by the Association and the Recipient, this ESCP may be revised from time to time during project implementation, to reflect the adaptive management of project changes and unforeseen circumstances or in response to the assessment of project performance conducted under the ESCP itself. In such circumstances, the Recipient, through the project implementation Unit (PIU) shall agree to the changes with the Association and shall update the ESCP to reflect such changes. Agreement on changes to the ESCP shall be documented through an exchange of signed letters between the Association and the Recipient. The Recipient shall promptly disclose the updated ESCP, through the Project Implementation Unit (PIU). 7.
