At the component level, the project recorded a differentiated level of effectiveness. Only the project management component recorded an above-average implementation rate (63%). Conversely, the components Capacity building and institutional development (21%), Improvement of HYDROMET and early warning infrastructure (14%) and Strengthening of service delivery and alerts to users and communities (9% ) recorded very low rates. Several internal and exogenous factors have negatively impacted project performance during 2021. Prospects for 2022 could be better with, internally, the recruitment of a new Procurement specialist, additional staff (a Delegated Coordinator, an Internal Auditor, internal controller and support staff), the development of a dashboard and a plan for implementing training activities, as well as the establishment of a pool of service providers. Externally, the expected decline of the pandemic to Covid 19 could create better conditions for project implementation. However, the security context and the institutional instability constitute major risk factors for the successful implementation of the project in 2022.
