Progress by component: Component 1: Improving Labor-Market Orientation of Skills Development: The identification of the 87 additional vocational training centers and trade education centers to be supported by the Project, in partnership with the private sector is currently underway. Furthermore, aspects related to the popularization of the code of conduct that will have to be endorsed by the centers' trainers are being finalized. In terms of the texts relating to the legal and regulatory framework of TVET in Burundi, a few have already been drawn up which include: (i) draft law on the orientation of technical and vocational training; (ii) draft decree on the organization and operating procedures of technical and vocational training; (iii) draft decree on the organization of evaluation, certification and the recognition of prior learning; (iv) draft decree on the general status of technical and vocational training institutions; (v) draft decree relating to the organization of apprenticeship 12/27/2021 Page 1 of 9 The World Bank Implementation Status & Results Report Burundi Skills for Jobs: Women and Youth Project (P164416) and the modalities of its functioning; (vi) draft decree relating to the organization and the functioning of information, orientation and professional insertion; and (vii) draft decree relating to the creation of the bodies of partnership of the technical and professional training and determination of the modalities of their organization and functioning. As it relates to the development of digital skills for the knowledge economy, three consultants were hired, and a mission was launched to design and develop specifications and costs for the proposed Institute of Digital Transformation at the University of Burundi (UB) and to support the identification and procurement of a contractor to create said Institute. Component 2: Fostering Entrepreneurship: There are significant advancements in the recruitment process of the entrepreneurship specialist and the contract signing is scheduled for January 2022. The government agreed with the importance of advancing the recruitment of implementing partners as soon as the key PFU members are recruited. To support the PFU, two implementation partners will be competitively selected for: (i) the entrepreneurial skills (sub-component 2.1) and support for the entrepreneurship ecosystem (sub-component 2.3), and (ii) the business plan competition (subsidies to entrepreneurs, Sub- Component 2.2). As next implementation steps, the draft TORs will be developed in December 2021-January 2022. The TORs will be finalized as soon as the recruitment of key PFU staff is in place to ensure the engagement and ownership of the PFU experts. To strengthen the capacity of the PFU, the WB team will prepare an onboarding session on Component 2 for the newly recruited staff. The workshop could be organized virtually or in-person during the next supervision mission. Component 3: Reinforcing Data Systems for Market-Oriented Skills Development, Project Management, and Monitoring and Evaluation: The supervision mission noted that the recruitment process for the PFU staff had been underway and is expected to be finalized by January. This concerns the following positions: (a) procurement specialist(s), (b) FM specialist, (c) an internal auditor, (d) M&E specialist, (e) a social specialist with gender and gender-based violence (GBV) skills, (f) one environmental specialist, and (h) entrepreneurship specialist.
