The project has continued its improvement in disbursement which has increased from 27% to about 37% since the last mission. Communities have established Village Natural Resource Management Committees (VNRMCs) in 400 villages, implemented 3734 interventions with coverage of 18126 Ha, which is nearly 58% of the target area, and benefitting about 150,000 households. The project is serving as a lighthouse with several steps being taken by the government to scale up the institutional best practices being piloted under the Community-Led Landscapes Management Project (CLLMP). The mandated participation of women in VNRMCs is being integrated into Village Employment Councils (VECs) across all villages in the state. The project is bringing a key reform in the forest sector which is critical for community forestry work in the state has been incrementally being brought forward by the project. This includes: (i) Strengthening Autonomous District Councils (ADCs) in forest management by working on traditional forest laws to align with state forest plans and updating based on landscape approach-based planning of the project, also considering climate impacts, (ii) bringing convergence between forests plans of the State and Village NRM plans, and; (iii) bringing Autonomous 12/24/2021 Page 1 of 5 The World Bank Implementation Status & Results Report Meghalaya Community-led Landscapes Management Project (P157836) District Councils(ADC)s, State Forest and other stakeholder departments at the institutional level platform to discuss convergence. Project's efforts in bringing in innovations in forestry, strengthening Automnous District Councils on forest management, and formulation of cooperatives to conserve living root bridges are bringing effectiveness of governance around NRM and are other good interventions under the project. Going forward, Project implementation requires a strong focus on community procurement and good procurement skills in the State Program Management Unit (SPMU). In addition, VNRMC financial management by way of reconciliation of allocated funds and their utilization can enhance further implementation in the project.
