The project was restructured on January 12, 2022, to extend its project closing date from May 31, 2022 to February 28, 2023 to allow completion of the activities under Component 2 and achieve its project development objectives. Component 1. Supporting the Implementation of the Emergency Income Support and Training Program (EISTP) By September 2020, the EISTP was completed and fully achieved its objectives and surpassed its targeted results of number of eligible beneficiaries. The Program was implemented from August 2018 to September 2020 with financing from the Project. Given the program’s relevance in the COVID-19 context and due to its positive results, the government extended the training program until April 2021 with its own funds and executed by the Sint Maarten Training Foundation (SMTF) that delivered courses financed by the Project. 8/3/2022 Page 1 of 6 The World Bank Implementation Status & Results Report Emergency Income Support and Training Project (P167368) The Program achieved its objectives of building or upgrade skills and enhance the employability of the un and under employed affected by the Hurricane Irma and reached 1960 beneficiaries as verified by the Stitching Overheids Accountants Bureau (SOAB), exceeding the original project target of 1,800 beneficiaries by 9 percent. Of total beneficiaries 69 percent were women. The program reached two out of every four unemployed persons in the country, of which 27 percent were youth. Thus, the project reached the most disadvantaged population in the labor market, such as women and youth. Component 2. Strengthening the institutional capacity to enhance the social protection system This component is implemented by the National Recovery Program Bureau (NRPB) under the technical leadership of the Ministry of Public Health, Social Development and Labor (VSA for its acronyms in Dutch). The objective of this component is to improve the social protection system’s capacity to better coordinate social programs and respond to disasters and other shocks. To this end, the project will develop the first Integrated Social Registry System (ISRS) in the country to support needs assessments, registration, identification and selection of the people in most need and the vulnerable and conduct a socio-economic needs assessment (SENA) to better understand the living conditions of the households to better inform social policy. To date, the design and the development of the social registry is ongoing and has taken longer than expected in part due to COVID-19 restrictions. Three of seven modules of the ISRS have been developed and the remaining modules will be completed by January 2023. The SENA data collection started in coordination with the Statistics Department and its analysis is planned to be completed by end of year 2022. Component 3 Project Management The NRPB staff required to execute the project is complete and its institutional capacity for project implementation continues to consolidate.
