The development of heat supply industry of the city plays an important role in the development of many other sectors. The existing problems of heat supply for Fushun city at present: 1 Serious waste of energy and environment pollution The dispersed heat supply area of Fushun city covers more than 60% of the total, the heat efficiency averaging less than 50%, a number of dispersed small boiler houses and kitchen ranges result in the smoke pollution which do harm to the residents. 2 Low grade, less variety and low efficiency of heat supply The heat supplying load of Fushun mainly rests on the heating and industrial load, the hot water consumption load takes up small portion, the efficiency of central heating supply can not be exerted. Nowadays, for the low parameter of heat medium and bad quality of heat supply, to provide necessary heat medium has become the main task for civic heat supply; due to the less heat medium, apart from a small number of hotels which can provide hot water, there is nearly no hot water supply in the other areas of the urban section, which can not meet the increasing high-level requirements of steam and domestic hot water as the development of standard of living. 3 Function under a system of its own, no mutual coordination Due to the constraints of management system and other factors, the dispersed boiler houses operate in each own way; there is no coordination between heat source and heat network, any synchronization and match between heat source and the engineering constructions; all of which result in an abnormal phenomenon that the heat source has heat but no supply while the users have no access to heating. 4 Because of the incomplete planning of heat supply, there exist too many short-term heat supply projects and the load is not enough for the capacity of newly constructed heat sources. Page 4 3 According to the plan of thermoelectric development of Fushun city, the expansion of heat supply sets of Fushun Power Generation Co.,Ltd will start in Hebei area during 2006~2010 to meet the needs of heat supply, cancel the dispersed boiler shops and to improve the civic environment. The machine set with installed capacity of 2×300MW will be liable for the heat supplying load of more than 10,000,000m 2 in Hebei area in winter. The EIA of the thermoelectricity engineering was examined and approved by National Environmental Protection Bureau in 2004. This project is the heating network project matching with heat supply sets. 1.2 Name, Nature and Construction Site of the Project Project name: Heating Network Construction of Expansion project of Heat Supply Unit of Fushun Power Plant Site: Downtown of Fushun see Fig.1 Nature of construction: newly built Investment and construction time: 23305.1 RMB, loan from World Bank 51 , 49 self- financing. Construction period of the project: 2008.5 2009.11 March-May, 2008: completion of construction drawing design. May, 2008- November, 2009: construction completed. Building exchange stations will be built for 80,000m 2 heating area. 2 Basis of compilation 2.1 Executive Standard 2.1.1 Standard of environmental quality 1 Ambient Air Quality Standard The test of regular pollutants for ambient air quality executes the Grade of the state ’s Ambient Air Quality Standard. The water quality of these waste water can meet the requirements of Water Quality Standard of the Sewage Discharged into Urban Sewer CJ3082 -1999 . 2 Solid waste The output rate of household garbage by working staff of heat network and heat exchange stations are 50t/a and the garbage will be delivered to garbage landfill plant which stands on Qiandian town Shuncheng District Fushun. 3.3Situation of substitute pollution source After implementation, the project will substitute 66 scattered boiler rooms within the heat supplying area of 101 million m 2 . The annual discharge quantity of each pollutant in these boiler rooms: TSP 1548.2t, SO 2 5062.4t. After the implementation of this project, all of these small boiler room will be shut down, and all the low chimneys will be eliminated, which would improve the environmental air quality of Fushun city greatly. Perform analysis, assessment to construction and operation monitoring results in accordance with relevant standards, with the explanation of monitoring site, sampling time and monitoring factor. Assess the result of environment mitigation measures conforming to monitoring results. Discuss or negotiate with environment supervising organization, environment impact assessment group to improve or replace mitigation measures of bad results. 7.1.2 Submitting Time and Monitoring Report Accepter 1Submission of Monitoring Report In construction phase, monitoring report shall be submitted each quarter. Comprehensive report shall be submitted after construction accomplishment. That is quarter report for each quarter in functional phase and annual report for each year. 2Monitoring Report Acceptor Monitoring report shall be submitted to Fushun Environmental Protection Bureau, Liaoning Environmental Protection Bureau, Fushun Power Generation Co., Ltd.and World Bank. 7.1.3 Feedback Requirement of Monitoring Report Each acceptor shall give their feedback in a month after receiving the report. Acceptor shall analyze and assess report content within feedback time limit; confirm whether the environment mitigation measures are effective or not; arrange following work and bring forward relevant requirements. Acceptor also shall bring forward improving advice and regulatory scheme (if applicable)on environment mitigation measures within feedback time limit. Page 23 22 7.2 Records and EMP Execution Annals 7.2.1 Record system To ensure efficient operation of environment management system, Fushun Power Generation Co., Ltd., the owner, must establish a perfect record system and retain records in the following respects: requirements by laws and regulations; license; environmental elements and the relevant environmental impacts; training; inspection, check and the maintenance; monitoring data; substandard, the effectiveness of precautionary and remedial measures; information of parties concerned; verification; examination. In addition, proper control over the records aforementioned must be exerted, including: records ID, records collection, catalogue, filing, retention, management, maintenance, inquiry, retention period and process etc. 7.2.2EMP Execution Reports Fushun Power Generation Co., Ltd. should keep a detailed record concerned with the EMP execution, which should be reported to Project Office in time; the project schedule report made by Project Office must include EMP schedule, such as the schedule and effect of EMP execution. The annual EMP execution reports should be completed within the specified time and submitted to the World Bank. EMP execution report should cover the contents below: Project progress; Implementation of training programs; If there is public complaint, if any, keep records of what they mainly complained, solutions provided and the public satisfaction; Next year’s executive plan for EMP. 8Training Plan All employees shall be trained with environmental protection knowledge and skills, builders in particular in order to carry out this project smoothly and effectively. Training includes not only the importance and meaning of the planned project, but also different training emphasis for employees in Page 24 23 different position. Whether or not you agree with the construction of this project Page 28 27 In accordance with the condition of the public ' s participation in investigation, although 100% of the public agreed with the construction of the project, there still part of the public posed some problems: 1 The residents require that the construction period should be as short as possible and the situation of heat supply is improved as soon as possible. 2 A part of residents along the pipeline net considered the construction of pipeline laying would affect traff ic and lead to interference to residents’ living near pipeline net. 3 Small part of residents did not agree with constructing heat-exchanging station nearby dwelling house. Directed against all problems posed by the public at the previous stage, The owner carried the return visit in Apr., 2007. Following methods are planned to take to solve the problems as bellows: 1 The construction unit has made a promise to the residents that the construction period would be shorten as possible as they can. Fushun Power Generation Co., Ltd will strengthen the management of environmental protection operations under the supervision of environmental protection authorities and execute the pollution control measures according to the management report in design and construction. (2) In view of the situation of a part of residents worrying about that the process of pipeline net construction would produce interference to day-to-day living, the construction unit made a promise to the residents: reasonable arrangement will be made to the construction plan and working area in the course of construction and sensitive places close to residential area and hospitals will not carry out construction at night, and sound-insolating barrier will be set up when necessary; Furthermore, the construction unit will require construction contractor to shorten construction to the full so as to reduce influence of pipeline net construction on the daily living of residents at maximum. (3) According to the opinions that have feedback, a small part of residents opposed building heat- exchanging station near dwelling house. These residents considered that although the influence of heat- exchanging station over atmospheric environment and sound environment has somewhat reduced than that caused by residential districts, the noise produced during the operational period of heat-exchanging station still exists problem that disturbs residents. The construction unit made a promise for this that stations that will possibly generate greater influence over sound environment in residential quarters will install sound-proof cover on the equipment that produces noise to ensure the sound environment in residential quarters to attain the requirement of corresponding standard. Page 29 28 Through the work of paying a return visit, most majority of the public have a certain degree of understanding and recognition of construction content of this project, basic clear about the environmental impact that the project will generate and alleviating measures and basically eliminate the worries about negative impact that the project is about to produce. 100% of the public gave energetic support to the project. 10.2Continuous Public Participation Plan z A random callback survey should be conducted each quarter during the construction period and within 3 years after the project comes into operation. Besides, on-site investigation meeting where there is a public participation should be held annually in the area where environment-sensitive targets are centralized. z Based on the quarterly survey and annul findings, appraise the public and perfect the environmental mitigation measures if necessary. 10.3 Channels for complains of dissension z Establishment and the composition of complaint organizations A complaint system will be established to better secure the legal rights of the affected person and provide an easy, transparent, fair and effective channel for complaint. Therefore, The Leading Group For Accepting The Environmental Impacts Complaints occurred under this project has been set up, which consists of the group leader who are working in Fushun Environmental Protection Administration, and the members from Environmental Monitoring Station and other organizations for environmental impact assessment. Office for Accepting Complaints, which is affiliated with the Leading Group for Accepting the Environmental Impacts Complaints, is set up in Fushun Environment Protection Administration. The daily complaints should be accepted and sorted by the Office for Accepting Complaints which shall, after negotiating with the relevant organizations reliable for the complaints, put forward treatment opinions. z Complaint procedures The Leading Group and the Office for Accepting Complaints will accept the complaints filed by the public within one week after the construction starts. Bulletin boards should be erected in all construction sites during the construction term and personnel responsible for the safety & Page 30 29 environmental protection should be appointed. Meanwhile, special lines and mailbox should be opened for complaint. The detailed procedures for complaints are stated as follows: In case that the affected person deems that his own right involved in the environmental protection have been violated, he may file a complaint thereof to the Complaint Acceptance Office, in written or verbal form. If a verbal complaint is filed by the affected person, members working in the Complaint Acceptance Office shall make detailed records of the complaint, sort those records afterwards, and submit treatment opinions within two weeks. In the event that the complainer is not satisfied with the solution provided by Complaint Acceptance Office, he may file a complaint in writing to Fushun Environmental Protection Administration which will make opinions for handing with this complaint within three weeks. In the event that the complainer remained unsatisfied with the proposals by Fushun Environmental Protection Administration, he may, upon receipt of the proposals, bring his complaint to the local court, to be tried and judged by the court pursuant to The Civil Procedure Law of the People s Republic of China. 11.Executing Cost The total cost of EMP have been collected in tab.11-1.
