However, over the coming 6 months it is expected that implementation of activities and service delivery will be accelerated in all countries and with ICGLR. Activities for direct beneficiaries of the project have so far been limited to Eastern DRC through support for survivors of sexual violence and women by the two Centers of Excellence, Heal Africa and Panzi. In DRC, for service provision to survivors of sexual violence, Umbrella NGOs who will provide technical guidance and training to local NGOs and Community Based Organizations have been recruited and the selection of local NGOs has been finalized by the FSRDC. In addition, the international NGO Vivo has been recruited to train trainers of health centers to provide specialized mental health services through Narrative Exposure Therapy for survivors suffering from PTSD. Implementation under component 2, High Impact Basic Health Services is moderately unsatisfactory as most of the activities planned for the period under review have not been implemented. In Rwanda, the project has made significant progress in the upgrading of 17 One Stop Centers (OSCs) in existing hospitals, with works expected to be finalized in September, 2016. In addition, the upgrading of the proposed Center of Excellence (CoE) in Kigali is progressing well, and expected to be finalized before the end of October, 2016. It is expected services for survivors of sexual violence will take of soon. As of January 2017, the project will also support service provision in IOSCs which are currently being supported by a grant of the Government of the Netherlands. Significant progress has been made by Ministry of Gender and Family at the community level to promote gender equality, and increase the knowledge of the law on sexual violence and services available for survivors of sexual violence. Overall, the project is currently on track. Although the Burundi context remains challenging, the project was launched officially through a workshop in March 2016. Moreover the coordination team of the project which is in place and fully operational is committed to speed up carrying out project activities including, among others, completing the development of the operational guide of One Stop Centers (OSC) to support survivors of sexual violence. Based on this new tool the OSC are being rolled out in two phases: first a simplified model that will be followed by a full model according to a roadmap designed to this end. With support from the project, a module on sexual violence was incorporated in the upcoming Demographic Health Survey (DHS) III. Data collection for the DHS is expected to start over the coming months. The project supported outreach activities for the 16-days of activism against sexual violence campaign in November 2015. In addition, 80 health workers have been trained on various reproductive health related topics such as contraceptive technology and essential obstetrical and neonatal care. Despite the challenging environment in Burundi, where the ICGLR is based, activities have progressed well over the last 6 months. Terms of Reference for Lead and Junior Consultants to facilitate monitoring of the Kampala Declaration have been finalized and are anticipated to be advertised by end June 2016. Progress has also been made on identifying an international firm to undertake implementation of harmonized regional messaging campaigns to promote SGBV prevention across GLR target countries. Efforts to develop a training curriculum with the Regional Training Facility (RTF) continue, with coordination and collaboration between the World Bank task team, RTF staff and the Dutch-funded NICHE program. The NICHE program will develop curriculum and hold a training of trainers for police and judicial officials of the GLR countries, while this project will fund the roll out of trainings. NICHE has a comparative advantage in the development of professional curriculum through partner organizations in the Netherlands and will access their network to identify and hire appropriate partners. Dutch funding under the NICHE program currently amounts to 1 million euros. In collaboration with the World Bank’s Gender Lab and with support from the Swiss Development Cooperation, in each of the three countries, impact evaluations will be carried out to generate evidence of interventions for survivors of SGBV. For DRC and Rwanda, follow-up in-country workshops have been organized to finalize the research questions for the impact evaluations, develop the research methodology and a research protocol.
