Government of Mozambique (the Borrower) will implement the Sustainable Energy and Broadband Access Project in Rural Mozambique (ProEnergia Plus) (the Project), with the involvement of the following Ministries/agencies/units: Electricidade de Moçambique, EP (EDM), Ministry of Mineral Resources and Energy (MIREME) and Energy Fund (FUNAE), Ministry of Transport and Communication (Ministério dos Transportes e Comunicacões) (MTC), Instituto Nacional das Comunicações de Moçambique (INCM), and the Universal Access Service Fund (Fundo do Servico de Acesso Universal) (FSAU). The International Development Association (hereinafter the Association) has agreed to provide financing for the project. 2. The Borrower will implement material measures and actions so that the Project is implemented in accordance with the Environmental and Social Standards (ESSs). This Environmental and Social Commitment Plan (ESCP) defines the material measures and actions, any specific documents or plans, as well as the timing for each of these. 3. The Borrower will also comply with the provisions of any other environmental and social document required under the Environmental and Social Framework and referred to that ESCP, such as Social and Environmental Management Plans (ESMP), Resettlement Action Plans (RAP), and Stakeholder Engagement Plans (SEP) and the timeline defined in these E&S documents. 4. The Borrower is responsible for complying with all ESCP requirements, even when the implementation of specific measures and actions is carried out by the Ministry, agency or unit mentioned in point 1 above. 5. The implementation of material measures and actions defined in the ESCP will be monitored and reported to the Association by the Borrower as required by the ESCP and the conditions of the legal agreement, and the Association will monitor and evaluate the progress and completion of the measures. and material actions throughout Project implementation. 6. Where Project changes, unforeseen circumstances or Project performance result in changes in risks and impacts during Project implementation, the Borrower shall provide additional funds, if necessary, for implementation actions and measures to address such risks and impacts, which shall include impacts on the environment, health or safety, grievance management, and gender- based violence.
