BRIEF International Funding for Financial Inclusion: Key Trends and Developments The 2017 edition of CGAP’s annual Cross-Border Funder Survey reports funding commitments from the 23 largest international funders of financial inclusion, representing 80 percent of the full set of over 54 international funders and 73 percent of the global estimated funding commitments for financial inclusion in 2016.1 Financial inclusion, which is broadly perceived as an enabler of Sustainable Development Goals (SDGs), remains an important focus for funders. Survey results indicate that funding commitments continue to grow steadily, especially in Sub-Saharan Africa (SSA). International funders are increasingly targeting capacity building for financial services providers (FSPs) and financial inclusion policy and regulation, and at this point, every funder supports the development of digital financial services (DFS). While 25 percent of these projects are global efforts, 40 percent of the projects target SSA where limited infrastructure and access to traditional financial services may present a greater challenge than in other regions. More than half of all projects target low- and lower-middle-income countries; only a few target upper-middle- income countries. While all types of funders support digital finance, their role in promoting such services varies widely. DFIs and bilateral and multilateral agencies focus on digital finance as a delivery channel for financial products and provide the bulk of the funding supply. Foundations, on the other hand, prioritize projects such as enabling infrastructure, policy, and promotion of DFS. They account for 50 percent of all digital finance projects, but these projects are much smaller in size. Funding for digital finance projects targets a broad variety of recipients: one-third of projects are implemented with payment platforms, mobile network operators, and other nonfinancial services providers.
