Amendment No. 4 to the Grant Agreement
Excellency:
We refer to the Grant Agreement ("Agreement") for the above-referenced Project, between
the Federal Republic of Somalia ("Recipient") and the International Development Association
("World Bank"), acting as administrator of the Somalia Multi-Partner Fund ("SMPF"), dated
September 2, 2015, as amended.
In view of the availability of funds provided for the Project under the SMPF, the World
Bank and the Recipient hereby agree to amend the Agreement as follows:
1.     Section 3.01 of the Agreement is amended to read as follows:
"3.01 The World Bank agrees to extend to the Recipient, on the terms and
conditions set forth or referred to in this Agreement, a grant in an amount equal to
thirty-four million three hundred ninety-two thousand United States Dollars
($34,392,000) ("Grant") to assist in financing the Project."
2.     The disbursement table in Section IV.A.2 of Schedule 2 to the Agreement is
amended and attached as "Attachment" to this amendment letter.
All terms of the Agreement not hereby amended shall remain in full force and effect.
The capitalized terms used in this Amendment Letter and not defined herein have the
meaning ascribed to them in the Agreement as applicable.

Please confirm your acceptance with the foregoing, by signing and dating the two enclosed
originals, retaining one original for your records and returning the other to the World Bank. Upon
receipt by the World Bank of the copy of this amendment letter countersigned by you, this
amendment letter will become effective as of the date of the countersignature.
