                                 SUMMARY OF DISCUSSION

                               Meeting of the Executive Directors

                                           March 20, 2012



      The Executive Directors approved the Support to Social Protection System (SSPS-I)
Development Policy Grant to the Republic of Rwanda in the amount of SDR 26.1 million
(US$40 million equivalent) on the terms and conditions set out in the President’s Memorandum
(IDA/R2012-0040).

       Directors commended the Authorities for sound macroeconomic management that has
enabled Rwanda to sustain high economic growth and make significant progress in reducing
poverty. Directors welcomed the aims of the proposal to support the Government’s efforts to
build a comprehensive, efficient and effective social protection system, while expanding its
access. They recommended continued focus on sustainability of the envisaged system by
addressing issues that the sector will face in the medium-term, including capacity building and a
medium-term expenditure framework. Finally, they highlighted the ongoing importance of close
collaboration between development partners.





