Additionally, the Government of Ecuador encountered severe delays in adopting a new public financial and budgeting management system, that negatively impacted budget allocations and transfer of resources. The allocation of MINEDUC’s annual budget and certifications took longer than expected, causing severe delays in the procurement processes of civil works and consultancies. The teams in MINEDUC and the Bank have engaged in a continuous dialogue to minimize the negative effects of these exogenous shocks and are actively seeking strategies to resume implementation. 4/29/2021 Page 1 of 6 The World Bank Implementation Status & Results Report Supporting Education Reform in Targeted Circuits (P152096) The Bank and MINEDUC are currently analyzing the most feasible mechanisms to contract the remaining civil works (Subcomponent 1.1). The hiring of in-service teacher training (Subcomponent 1.2) on mathematics, didactics and language is ongoing and contracts are expected to be signed in the coming months. The activities related to Teleeducacion, Pertinence of Technical Baccalaureate and National Standards for Special Education are expected to be contracted between in the coming weeks. The activities under Component 2 (Strengthening Planning, Management and Evaluation Capacity), include software development, the design of a national policy for evaluation and studies to measure the effects of the Millennium Schools and the impact of a computer-assisted learning program. The scope of some of the activities under Component 2 has been revised in agreement with MINEDUC, MEF and WB. The hiring processes are ongoing. Finally, the activities under the INEVAL agreement have been prioritized. Although the indicators need to be revised and adjust to include the effect of the schools closure, the cancellation of civil works and changes in the scope of some consultancies, the team decided to maintain the same targets as established in the last ISR. Targets will be updated after a final decision is made regarding the extension on the Project and the cancellation of the activities.
